Description

VA San Diego Healthcare Systems Service Excellence Consulting Qualification and Evaluation Criteria Proposals will be evaluated using a "best value" approach with the following factors listed in order of importance: Personnel Qualifications, Technical Experience, Past Performance, and Price. Factor 1: Personnel Qualifications - The contractor shall offer personnel who have demonstrated abilities and experience in all areas of the Statement of Work including relevant experience with Leadership and Organizational Change in a Patient-Centered Care environment, ability to train, partner & coach with organizational leaders and develop internal resources (what do you mean by "internal resources"?) and experience with measurement and analysis techniques. Factor 2: Technical - The contractor shall demonstrate an understanding of the statement of work and clearly state their approach to successfully providing the required services and related support. The contractor shall demonstrate an understanding that this requirement is not solely a training program but an organization specific, customized culture transformation strategy. Factor 3: Past Performance - The contractor shall demonstrate prior experience working with VA and non-VA healthcare systems, expert knowledge and qualifications for providing program management, integration, and performance evaluation support relevant to the Statement of Work. Past performance will be reviewed to assure that the offeror has relevant and successful experience. Factor 4: Price - The price submitted by the contractor will be fair and reasonable and consistent with current market costs. The offeror agrees to hold prices in its offer firm for a period of one hundred twenty (120) calendar days from the date specified for receipt of offers. Relative Importance of Evaluation Criteria: Factors 1, 2 and 3 are equally important. Individually, factors 1, 2 and 3 are significantly more important than factor 4. Award Based on Initial Offers: Offerors are cautioned to submit their initial offers based on most favorable terms, price, technical and other factors. The government reserves the right to make an award based on initial proposals received, without discussions. Format Based on Initial Offers: Offerors proposals are to be submitted in two parts: a technical proposal and a cost/price proposal. All documents shall be clearly marked with the RFP No: VA262-13-R-0060 at the lower left hand corner.
