Description
Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements for a service requirement entitled: quote mark Geotech Exploration at Lower Granite Dam quote mark. The work is on the south shore extending from the face of the dam to approximately the center of the Juvenile Fish Facility. The explorations are to be completed by the middle of April, 2013 The work will include to advancing a minimum of 20 exploring borings with an option to advance 15 additional borings. Of the proposed 20 explorations, at least 3 are in congested spaces, about 5 are on steep ((about 1:1) slopes, 4 more at the toe of a talus slope, with the remainder on relatively level ground. Most of the explorations will be advanced through fill to basalt bedrock - estimated to be 50 feet below grade, except for the rock borings which will terminate after 15 feet of rock. At least 2 of the 20 explorations will be in basaltic material and 4 in breccias. Additionally, at least 1 exploration may encounter hydrocarbon contaminated material. Sample will generally consist of standard penetrations tests or oversized sampler taken with a safety hammer. Undisturbed samples are expected to be less than 25 tubes for the 20 explorations. Rock coring will be required in all bedrock material. No laboratory testing will be required. Special considerations: 1. Numerous small pine trees inhibit access at the toe of the talus slope. Pruning or removing of the trees is permitted. 2. Space is tight. 3. Several of the explorations are on steep slopes. 4. At least 1 exploratory boring is likely contaminated with hydrocarbons and will require soil disposition. Other information: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Quotes/Proposals will be due approximately 2 weeks after the actual solicitation issuance date. This is scheduled to be issued as commercial firm fixed price service contract. This announcement is for information and planning purposes only. Set-aside status: The solicitation is scheduled to be issued as a 100% Small Business set-aside. The North American Industry Classification System code for this requirement is 213112 size standard: $7 Million average annual income. All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov which will direct you to www.SAM.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which is found on the SAM registration web site. When available, the solicitation documents for this project will be accessible via FedBizOpps at www.fbo.gov. No CD's or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice.
