- NASA/JSC has a requirement for technology development that will investigate the formulation of new thermal control fluid that can withstand dramatic variations in heat loads and/or sink temperatures that future exploration vehicles expect to have. The fluid will be suitable for a single loop thermal control system that allows for variable heat rejection. NASA/JSC intends to purchase the items from Mainstream Engineering because of their proprietary process and success in formulating new thermal control fluids as well as improving existing fluids for NASA and DOD. Mainstream's unique capability to formulate new thermal control fluids from primary elements in the periodic table is an integral key to fulfill the goals of NASA's Chief Technologist in the area of Variable Heat Rejection. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on March 13th 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
