- The Sources Sought Notice VA246-13-R-0004 is amended as follows : 1. The deadline for receipt of responses to the Sources Sought is 3:30PM, EST on March 7, 2013.. 2. In accordance with FAR 36.204, the estimated cost magnitude of the resulting construction project is between $5,000,000 & $10,000,000. 3. The delivery method for this project shall be conventional design-bid-build. 4. The required design schedule is 180 days. 5. Item 5.,of " ATTACHMENT 1, SF 330 Supplemental Information, Evaluation Criteria for AE Services Contract", is corrected as follows : 5. Location in the general geographical area of Richmond, Virginia and knowledge of the locality of the Richmond VAMC. a) Definitions: o Knowledge of the locality is defined as familiarity of applicable codes and regulations in place for the project. b) Submission requirements: o Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's location. c) Basis of Evaluation: o Firms that cannot be on site at the VA Medical Center in Richmond, VA within a two hour response time will be given a lower rating than those firms that can. o Firms that can meet the two hour response time from Richmond, VA will be given the minimum acceptable rating. o Firms that can be on site at the VA Medical Center in Richmond, VA within 90 minutes will be given a higher rating. o A subjective determination of the firm's statement of knowledge of the locality and how it was obtained relative to the requirements of this solicitation. 6. In accordance with VAAR 852.219-10 : : (c) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; END AMENDMENT #1
