General Information Document Type: Sources Sought Notice Solicitation Number: AMD-13-SS27 Title: Programmable 36 Kva AC Power Source Grid Emulator For Laboratory Testing Of NIST U-Grid Power Conditioning Unit: Posted Date: February 26, 2013 Response Date: March 11, 2013 Classification Code: 66 -- Instruments & laboratory equipment NAICS Code: 335999 Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing: Programmable 36 Kva AC Power Source Grid Emulator For Laboratory Testing Of NIST U-Grid Power Conditioning Unit: NIST requires a Grid Emulator system for testing Grid Power Conditioning System (PCS) network interoperability and electrical functionality including waveform harmonics and Electro-magnetic Compatibility. This system will be part of the NIST Smart Grid Interoperability Test Facility and thus requires precise software control of all functions. This application requires 36 kVA with reconfigurable voltage, phase and number of independent outputs. Performance and configuration requirements: This system shall provide programmable 36 kVA, 60 Hz power that is reconfigurable to one, two or three phase output and reconfigurable as independent 12 kVA supplies or combined as 24, and 36 kVA supplies. The system shall provide precise control of signal harmonics with a 5 Hz to 50 kHz bandwidth and distortion of less than 0.1% THD. The system shall be IEEE 488 programmable and include a Library of grid events/conditions such as frequency variations, voltage variation, variable harmonics, and time based transients including voltage sags and swells, power termination, intermittent faults, and standard electro-magnetic interference test capabilities. Electrical Service shall be configured as six independent 208 V, 40 A three phase times 6 units. The output of each unit shall include a circuit breaker. Minimum Performance Specifications include: The system must have an output frequency range of 45 Hz to 5,000 Hz. The system must have output distortion less than 0.1% THD AVG from 45 to 1,000 Hz. The system must include matching output transformers to allow the full power to be reconfigured in the following ratios: 1.5:1, 2.0:1, and 2.5:1 The system must have response time of 5μsec to a step load change. The system must have Measurement Signal bandwidth of 5Hz to 50 kHz The system must have predefined Electro-magnetic Interference test sequences including IEC 610004-11, 61000-4-13, 61000-4-14, 61000-4-27, 61000-4-28, and 61000-4-34 After results of this market research are obtained and analyzed and specifications are developed for a Programmable 36 kVA AC power source Grid Emulator that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 335999, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide a Programmable 36 kVA AC power source Grid Emulator are requested to email a detailed report describing their abilities to christopher. ganey @nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to christopher. ganey @nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
