- The Government intends to solicit and negotiate on a sole source basis with Rotronic Instruments, Corporation, 135 Engineers Road, Suite 150 Hauppauge, NY 11788, for the following requirement: The requirement is intended to purchase seventy (70) HC2-S3 Humidity Probes, 3.3 VDC power and seventy (70)_ E3-05XX-ACT 5m External Cable, with built in voltage regulator for 5024VDC/5016 VAC input power. NOAA National Data Buoy Center, Building 3203, Stennis Space Center, MS 39529. Ground shipping is required if quoting for other than FOB Destination. Time of delivery is 30 Days after receipt of order. Deliver to NOAA, National Data Buoy Center, 3202 Stennis Space Center, MS 39529. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The FSC for this is 6660 and the NAICS code is¬¬¬¬¬¬¬¬¬¬ 334513 small business size standard is 500. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 12:00 pm Eastern Standard Time, March 6, 2013, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. Sole Source: The NDBC Weather and Ocean Platform Program uses the Rotronic MP100/101A series humidity probe as the main sensing element in the NDBC humidity sensor assembly currently in use on CMAN and buoy stations. These sensors were selected for use after testing of other vendor units. During the engineering development of the TAO technology refresh, the Rotronic MP101A-C4 Humidity/Air Temperature probe was selected as the hygrometer for the TAO program. The Rotronic HC2-S3 is the most current model of humidity probe which replaces the MP101A unit. The selection of the newer Hc2-S3 probe for both the TAO and WxOP program reduces sparing levels and cost as these sensors can be shared among programs. Automated tests have been developed specifically for these sensors to reduce NDBC calibration laboratory labor.
