- The purpose for this procurement notice, is to reduce from two positions to one. You have received this "Personal Services Contractor" (PSC) solicitation through the Department of State (DOS) Internet site. Senior Police Advisor Washington, DC (INL/CAP) Issuance Date: 02/26/2013 Closing Date: 03/26/2013 SOLICITATION NUMBER: PSC-13-016-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Criminal Justice Assistance and Partnerships (INL/CAP) provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police development programs globally. INL/CAP also assists INL in developing strategic partnerships with US state, county, municipal, and federal law enforcement agencies, to improve the quality and personnel of INL programs. Criminal justice assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime / corruption and promoting good governance. Currently, INL manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. The different programs include; deployment of American experts in the fields of policing, corrections, and justice, in multilateral police assistance missions, including direct of US police officers to United Nations (UN) missions (UNPOL), bilateral programs to train and build capacity of justice sector institutions, deployment of mentors or other technical advisors, provision of infrastructure and equipment, and working with partners, including grantees, private sector firms and US governmental entities to implement key programs. Purpose The Senior Police Advisor (SPA) will serve as a subject matter expert on the full range of law enforcement issues as they relate to INL police development and reform programs globally. The SPA will provide technical law enforcement expertise within INL and interagency settings for activities directed at improving the international capacity of INL and USG to provide law enforcement development assistance. The SPA also will play a role in contingency planning, program development and as a resource for INL program managers by providing expert guidance, as needed. Finally, the SPA will assist with outreach and partnership opportunities with law enforcement agencies and individuals on behalf of INL and their programs. Duties and Responsibilities 1. Assist INL staff in developing criminal justice and law enforcement programs, which are coordinated with all aspects of the justice system. 2. Provide policy analysis and program guidance on law enforcement aspects of contingency, conflict prevention or anticipated stabilization and reconstruction missions to INL program staff, the INL Front Office, and other DOS offices upon request. Such guidance may include mission objectives; size and structure of an international police presence; rules of engagement for international police, coordination with interagency elements, budgeting, planning for development of indigenous police capacities and institutions, and training plans. 3. Participate in senior level meetings, seminars, and exercises to provide expert level police input to help INL maintain and develop continuously the ability to respond to emerging issues appropriately. 4. Participate in or lead overseas assessments of law enforcement capabilities of indigenous criminal justice systems, as well as assess the impact of planned or current programmatic activities and propose remedial actions. 5. Draft memos and reports to provide expert analysis regarding police programs and assessments for INL. 6. Prepare background materials to be used by the Assistant Secretary and the Deputy Assistant Secretaries to draft speeches, briefings, and testimony to articulate INL engagement on international law enforcement development issues. 7. Maintain knowledge of contemporary, professional police operational and management principles, techniques, and issues, which are appropriate for international application. 8. Participate in outreach activities with domestic and international law enforcement and think-tank communities to increase awareness of INL programs and policies to solicit greater cooperation and participation. 9. Develop and maintain personal contacts with INL program managers (both domestic and overseas), foreign government officials, and US state / local law enforcement agency and community partners to strengthen INL program implementation. 10. Develop a working knowledge of the organizational structure and functions of the INL Bureau and its component offices, as well as the organizational structure of the U.S. Department of State. 11. Perform other duties as assigned by the INL/CAP PTL and/or the INL/CAP Director/Deputy Director. Minimum Qualifications 1. US Citizen, able to obtain/maintain a DOS Secret security clearance. 2. A Bachelor's Degree from an accredited institution in a criminal justice related field. 3. Demonstrated fifteen (15) years experience as a sworn civilian law enforcement officer in a law enforcement organization of at least twenty-five (25) personnel and having attained the rank of Captain, equivalent, or higher. 4. Demonstrated one (1) year experience working in international police development and reform. 5. Demonstrated seven (7) to ten (10) years of police organizational development and police functions from all levels. 6. Excellent oral and written English grammar and communication skills, including on short notice; negotiation skills; and interpersonal skills. 7. Demonstrated knowledge of the methods by which the USG typically participates in police reform and development operations. 8. Demonstrated ability to interact with high-level officials (governmental and non-governmental) on behalf of the USG. 9. Demonstrated experience in community-police programs, gender and policing, internal affairs, or law enforcement training. Preferred Qualifications • Demonstrated experience working with the UN or other international organizations. • Demonstrated experience working with INL or other relevant USG agencies (e.g. USAID, Department of Justice, and Department of Defense). • Demonstrated knowledge of DOS and INL capabilities and core competencies, as well as those of the principal law enforcement agencies at the federal, state, county, and municipal levels. • Demonstrated experience working in or with US embassies abroad. Position Elements 1. Relationships: The SPA will report to the Police Team Leader (PTL) and the INL/CAP Director/Deputy Director through the PTL. The SPA will be required to participate in weekly INL/CAP staff meetings. 2. Supervision Exercised: The incumbent will have no supervisory responsibilities. 3. Guidelines: The incumbent will be guided by the INL Program and Policy Guide. 4. Complexity: The work involves managing and providing technical expertise to a number of different assignments at the same time for various offices and stakeholders. The ability to perform complex analysis is essential. 5. Scope and Effectiveness: The incumbent performs a broad range of tasks related to a providing police expertise for the INL bureau. INL programs have a significant impact on US embassy operations overseas. 6. Personal Contacts: The SPA will work closely with the other INL Washington HQ, US law enforcement personnel, Embassy personnel, host government officials and law enforcement and others. 7. Travel: Occasional domestic and possibly frequent international travel is required. International travel will be funded outside this contract and by the requesting office/Post. 8. Work Environment: The work venue for this position is the INL/CAP office, currently located at the Department of State Harry S. Truman Building, 2201 C Street NW, Washington, DC 20520. Hours for the position will be the core hours of the Department, 8:15 AM to 5:00 PM. Telecommuting is available under the established policies and procedures of the Department of State. 9. Level of Effort: The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. Evaluation Criteria Factor 1 Experience assessing law enforcement capabilities in a non-US environment, including the ability to provide policy and programmatic technical guidance within INL, the DOS, and to a wider audience of interested USG agencies based on the assessment results. (25 points) Factor 2 Knowledge of international police development, including subject matter expertise regarding current USG assistance programs that foster police reform and capacity building. (25 points) Factor 3 Ability to liaise and conduct outreach with DOS, partner USG agencies, international organizations, US state and local law enforcement partners, and INL overseas program officers. (20 points) Factor 4 Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in writing, and demonstrated interpersonal skills. (15 points) Factor 5 Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
