- PR-OCFO-13-00070 - Synopsis/Pre-Solicitation Notice for EPA Office of the Chief Financial Officer (OCFO) Operations and Maintenance Support Services. Under the Authority of Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation, the U.S. Environmental Protection Agency (EPA) Office of the Chief Financial Officer (OCFO) Office of Technology Solutions (OTS) anticipates issuing a single competitive award under NAICS code 541513 - Computer Facilities Management Services, and NAICS code 541512 - Computer Systems Design Services, for OCFO Operations and Maintenance (O&M) Support Services. These O&M software and hardware support services include routine maintenance and daily operational support, requirements analysis, test plans and software development, business intelligence reporting, develop and maintain system and user documentation and user support. Services shall also include ongoing evaluation of current technology, platforms and operations to seek improvement and best possible functionality of OCFO business processes. The contractor shall identify and recommend best practices, best technology and methodology for OCFO needs and responsibilities. Existing architecture, hardware, software and components need to be considered as the vision, direction, and system performance evolve. The OCFO's current technical and application architecture environments contain a wide range of client-server, web-based, database and commercial off-the-shelf (COTS) software systems. Some of these systems will be maintained and enhanced; others will be gradually replaced as OCFO migrates to an enterprise wide architecture This will be follow-on requirement to GS-35F-0305N Task Order EPG11H00023 with ACE Info Solutions, Inc., and GS-06F-0252Z Task Order EP11H000300 with RGB Technology, Inc. This procurement will be a total Small Business set-aside with an estimated dollar amount of approximately $30 million for a five (5) year period of performance including option periods, estimated date of award October/November 2013. Small Businesses are required to perform at least 50% of direct labor attributed to this effort per FAR clause 52.219-14 Limitations on Subcontracting. It is anticipated that the final Solicitation/PWS should be posted approximately June 2013.
