- This is a DRAFT Request for Proposal (RFP) W15QKN-13-R-0025 for the Grenadier Sighting System (GSS) program. This announcement is issued for planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This purpose of exchanging information is to both improve the understanding of Government requirements and knowledge of industry capabilities. Offerors are directed to NOT submit proposals at this time. The Government has determined a need to find the best GSS technology that provides the Best Value to the Government. The GSS will serve as a replacement for the previously fielded sight to the M320/M320A1 Grenade Launcher Module. The GSS will be capable of engaging targets, from 100 to 350 meters, at night, with the current M320/M320A1 Grenade Launcher Module. This DRAFT RFP for the GSS is issued under a Full and Open Competition. The Government intends to award a five (5) year Firm Fixed Price contract, with a base year of 100 units and five (5) option periods, for a maximum of 84,000 units. The Government will select for award the proposal which represents the Best Value to the Government. Potential Offerors are invited to submit questions and/or comments to this DRAFT RFP, prior to the release of a final GSS solicitation. Offerors shall submit questions electronically no later than April 5, 2013, to Holly Gregg, at holly.c.gregg.civ@mail.mil. It is anticipated that questions submitted will be posted on Federal Business Opportunities (www.fbo.gov) along with corresponding answers. Note: No information exchanged with industry will be considered in the evaluation process. The Request for Proposal will be the only time that an Offeror's information is evaluated for award. Offerors are directed not to submit proposals at this time. In addition, this announcement serves as notification that export control procedures regulated by the International Traffic in Arms Regulations (ITAR) are in effect. The M320 Technical Manuals, Attachment 0001, have been marked Distribution C; the M320 Firing Tables, Attachment 0002, have been marked Distribution F. Offerors that are interested in receiving these documents must be in compliance with ITAR and possess the proper authorities to receive this technical data. The M320 Technical Manuals are marked distribution statement C - DISTRIBUTION AUTHORIZED TO U.S. GOVERNMENT AGENCIES AND THEIR CONTRACTORS. The M320 Firing Tables are marked distribution statement F - FURTHER DISTRIBUTION ONLY AS DIRECTED BY THE OFFICE OF THE PROJECT MANAGER OF MANEUVER AMMUNITION SYSTEMS, ATTN: SFAE-AMO-MAS-MC, PICATINNY, NJ 07860-5000. The controlled distribution documents, M320 Technical Manuals and the M320 Firing Tables, will be available upon request, provided that all necessary paper work is properly completed and submitted by the requester and then approved by the cognizant office prior to any release. In order to process a request for these documents, each requester (U.S. & Canada) must complete and submit the following forms: Attachment 0004: Non-Disclosure and Non-Use Agreement Attachment 0005: AMSTA-AR Form 1350, Technical Data Request Questionnaire Attachment 0006: DD Form 2345, Military Critical Technical Data Agreement NOTE: For the purpose of the GSS DRAFT RFP, three (3) attachments will not be released: the controlled distribution documents (Attachment 0001, M320 Technical Manuals; and Attachment 0002, M320 Firing Tables) and Attachment 0011, the Limited User Evaluation (LUE) Questionnaire. Potential Offerors are encouraged to submit the applicable documentation listed above for the controlled distribution documents upon issuance of this DRAFT RFP, in preparation for the potential final solicitation. Foreign Vendors - Contractors shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for Contractors to register with the Department of State in accordance with the ITAR. The Contractor may consult with the Department of State regarding any questions relating to compliance with the ITAR and may consult with the Department of Commerce regarding any questions they may have relating to compliance with the Export Administration Regulation (EAR).
