Description
The U.S. Army Contracting Command- New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems is conducting a Market Survey to identify potential sources in private industry and academia that can offer advanced and/or novel test methods for characterizing energetic material performance. Specifically, the U.S. Government (USG) is seeking test methods that will assist with the performance characterization of the 120mm M1020 mortar ignition cartridge. The M1020 ignition cartridge is housed within the fin boom portion of the mortar cartridge. When dropped down a mortar tube the M1020 functions through initiation of a percussion primer via impact with the firing pin at the bottom of the tube. The output from the percussion primer initiates a black powder charge which in turn ignites a bed of granular gun propellant. The hot gases generated by the propellant flow through the flash holes in the fin boom to propel the mortar out of the tube and additionally to ignite propelling charges attached to the fin boom (if they are present). The USG is seeking to quantify the functions, mechanisms of energy transfer, and performance of the M1020 ignition train through advanced and/or novel test methods for characterizing energetic material properties and output (specifically in relation to pyrotechnic percussion primer, black powder, and gun propellant performance) beyond that of traditional energetic testing (i.e. closed bomb testing, ballistic testing, etc.). Examples of desired responses to be quantified include but are not limited to characterizing/measuring: flame front, temperature of gases, temperature of hot particles, quantity of hot particles, rate of hot gases and particle generation, heat flux, flow rate, pressure, total energy, etc. Proposed test methods can encompass multiple configurations; from energetic materials only to sub-assembly configurations to a full up energetic item. Companies/organizations should respond by providing the USG with the following information: 1) Name of company/organization. 2) Company/organization address and website address (if applicable). 3) Point of Contact name, telephone number, and e-mail address. 4) Company/organization size and classification based on applicable North American Industry Classification System (NAICS) and company Central Contractor Registration (CCR), if applicable. 5) Summary of the company/organization's capabilities in regards to energetic testing to include a description of test procedures, instrumentation, and facilities/equipment. 6) Current pricing for the company/organization's established energetic test capabilities and if a published pricing list is available. This is a Market Survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this Market Survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary.
