- This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to solicit, negotiate, and award a purchase order on a noncompetitive basis with Thermo Fisher Electron North America, LLC, 1400 Northpoint Parkway, Suite 50, West Palm Beach, Florida 33407-1976 to upgrade the Thermo Orbitap Velos mass spectrometer. NINDS anticipates that the high field orbitap mass analyzer in Orbitrap Elite mass spectrometers will afford incremental improvements in resolution, mass accuracy, and sensitivity as assessed by limit-of-detection determination based on enzymatic digests of protein standards. The fundamental importance is the significant increase in scan speed of the Orbitrap Elite, which will afford dramatic improvements in the dynamic range of sampling within a given sample, which NINDS anticipates will obviate the need for sample fractionation prior to mass analysis. The Orbitrap Velos mass spectrometer in the lab is a critical component in carrying out the NINDS mission. With its high resolution and high mass accuracy, the Orbitrap Velos is a major workhorse for high-throughput protein identification, post-translational modification characterization, and quantitative proteomics using SILAC and iTRAQ. This mass spectrometer is utilized by DIR clinical investigators and trainees in pursuit of proteomics research projects. Thermo Fisher Electron North America, LLC is the only vendor that can provide the upgrade of the Thermo Orbitap mass spectrometer. The Orbitrap Velos Elite is a highly sensitive and complex mass spectrometer, and requires expert maintenance and repair (when needed) by engineers who have received thorough, specialized training and have access to the patented and proprietary details of this scientific instrument. Therefore based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements FAR 6.302-1. The Government intends to select, evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
