Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch plans to procure on a sole source basis the brand name Becton Dickinson LSRFortessa Special Order System with attached BD High Throughput System unit from BD Biosciences, 2350 Qume Drive, San Jose, CA 95131. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 333314 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date shall be 120 days from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The NCI Surgery Branch develops novel therapies in an attempt to cure many cancers including metastatic melanoma. The use of a multi-color flow cytometer plays an integral part in accomplishing this mission. The Surgery Branch requires the brand name Becton Dickinson LSRFortessa Special Order flow cytometry system with attached BD High Throughput System unit. The BD LSRFortessa Special Order System possesses the following salient characteristics: - able to conduct 16 color multi-parameter analysis with the ability to upgrade to 18 colors - able to use up to five lasers to detect 18 colors simultaneously - FACSDiVa software for continuity with existing NIH-NCI cytometers for ongoing collaborations - High Throughput System capable of processing a 96-well plate in less than 15 minutes with less than 0.5% sample carryover. - Size dimensions not to exceed: 46" (L) x 30"(W) x 39"(H) plus 50" top clearance when lid is opened. - Electronics Option - specifically engineered to meet the performance requirements of the cytometer. - Laser Option - must be solid-state Coherent Sapphire 488nm lasers, specifically engineered to meet the performance requirements of the cytometer. - Detector Option - patented fiber-optic cables and detector configurations, suitable for achieving rapid processing of fluorescent signaling of up to 15 different fluorochromes, almost instantaneously. It is imperative that the NCI purchase a flow cytometer that will integrate seamlessly with the existing BD FACS Canto I and FACS Canto II flow cytometers and BD FACS Aria sorter already residing in the FACS Core Facility. Becton Dickinson is the only known contractor that can provide such a flow cytometry system that is compatible with the Surgery Branch's existing cytometers and sorter. In addition, Beckton Dickinson is the only known contractor that can provide a flow cytometry system with the aforementioned salient characteristics. Therefore, Beckton Dickinson is the only known source that can provide this equipment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 12, 2013. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed (301- 402-4513) or emailed to Laura Glockner, Contract Specialist at laura.glockner@nih.gov. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
