Description
SUBJECT: Request for Proposal on Leak Detection and Repair of Water Mains at the New Boston Air Force Station ***Please Note that Clause 52.228-13 Alternativee Payment Protections, was inadvertantly left out of the solicitation please see it below in full text: Alternative Payment Protections (Jul 2000) (a) The Contractor shall submit one of the following payment protections: _____Payment Bond or Irrevocable letter of credit (ILC)_________________ (b) The amount of the payment protection shall be 100 percent of the contract price. (c) The submission of the payment protection is required within ___10___ days of contract award. (d) The payment protection shall provide protection for the full contract performance period plus a one-year period. (e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties. (f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement. (End of Clause) 1. Interested parties are requested to provide a proposal in accordance with instructions in the attached Solicitation. Please provide your proposal on the Standard Form 1442. The proposal should contain at a minimum the following: all labor hours, material, equipment, tools, direct and non direct costs, subcontractor (if applicable) and transportation necessary to perform the project work. The proposal should clearly state if work will be accomplished in-house or subcontracted out. 2. A site visit is planned for the 21st of February at 1 PM EST. The following information for each proposed visitor (no more than two per firm) will be required no later than 15 February 2013: -Full name of individual -Last six digits of social security number -Driver's license number and state of issue -Date of birth -Project site 3. Please forward your proposal to this office by 4:30 PM on 1 March 2013. If you have any questions, please contact Daniel Koble, the Contract Specialist for this project at 781-225-0147. 4. IAW FAR clause 52.232-18, funds are not presently available for this project. No award will be made under this solicatation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date.
