Period of Performance: The anticipated period of performance shall be for a base period of 3 month with four 12 month option periods and one 9 month option period. 19. Description: The Department of Health and Human Services, Program Support Center (PSC), Strategic Acquisition Services, Division of Acquisition Management intends to issue a full and open competitive solicitation that provides Employee Assistance Program (EAP) and Work/Life Services. Federal Occupational Health (FOH), a service unit within the PSC, has provided occupational health programs for Federal employees for over 65 years. FOH operates under the principles of the Health Promotion for Government Employees Act, Pub. L. No. 79-658, 60 Stat. 903 (1946), as amended and codified at 5 U.S.C. § 7901, which authorizes the head of an agency to establish a health service program to promote and maintain the physical fitness and emotional well-being of Federal employees; 41 U.S.C. 231; and the Service and Supply Fund Charter. To fulfill this mission, FOH provides various occupational health services including workplace-based behavioral health and work/life services. FOH's EAP and Work/Life Program offers a confidential resource for federal employees while helping Federal agencies increase employee productivity and ensure workforce readiness. The subject solicitation shall encompass both components of EAP, work/life and a menu of al a carte optional services. Services shall be provided for departments, agencies, and other organizational components with the Federal Government when they enter into interagency agreements with FOH. EAP and Work/Life services are to be provided for agency employees and their family members worldwide. Currently, FOH has approximately 475 interagency agreements with various government departments and independent agencies. The contractor shall provide access to employee assistance services that include in-person, telephonic, and on-line consultation and problem solving for a wide range of personal, wellness, and work/life concerns. The contractor shall provide educational and motivational activities; referral, monitoring, and follow-up services; behavioral health consultation and coaching; short-term problem-focused counseling for employees and specified family members; crisis intervention; and management consultation and support. The contractor shall also provide services for work and life events, including adoption, becoming a parent, newborn care, child care, elder care, college and technical schools, relocation, career development, financial planning, legal assistance, convenience services, retirement planning, and other services for adults with disabilities and illnesses. Services shall be accessible 24 hours a day, 7 days a week, 365 days a year, and include a 24-hour service center, and interactive, web-based resources.
