- Description
- The Broadcasting Board of Governors/International Broadcasting Bureau's (BBG/IBB) Office of Contracts (M/CON) intends to negotiate and award a contract to Gregory Poole Power Systems of Raleigh, NC to supply parts and labor to repair the Diesel Oxidation Catalyst. This is a sole source procurement in accordance with Federal Acquisition Regulation (FAR), FAR Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements. Gregory Poole Power Systems is the supplier to provide and install the emission control systems on the Generators for the Greenville Transmitting Station required to meet EPA Emission Standards relating to generator set. Gregory Poole Power Systems was provided all parts, materials, labor, and transportation as required for the design installation and testing of necessary components to fulfill the "Maximum Achievable Control Technology" for the station's 3516 Caterpillar Generator. Gregory Poole Power Systems is the only known Contractor with the necessary expertise to maintain the Caterpillar Generator. Specific parts required for the compliance of the station generator include a Diesel Oxidation Catalyst system. This system is available from the OEM supplier Caterpillar Inc, and backed through their Advantage warranty program only if installed and serviced by qualified distributors. Gregory Poole Power System is a qualified distributer and permits the system to be included in the current station warranty. A one-year Contract will be established commencing April 1, 2013. This Notice of Intent to non-competitively procure the above described maintenance services from Gregory Poole Power System is NOT a request for competitive price quotations or proposals. Interested firms/persons may identify their interests and capability to respond to this requirement in writing within 15 calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral, facsimile or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government. Any information received from interested firms/persons responding to this Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All inquiries concerning this matter shall be submitted in writing to the Contracting Officer by March 15, 2013, Phyllis Bryan, who can be reached via E-mail at pbryan@bbg.gov. This notice is not a RFP, IFB, or RFQ.
