- This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Electronics Science and Technology Division (ESTD) is requesting information and rough order of magnitude (ROM) estimate of cost for a Pulsed Solar Simulator. Large area solar arrays are difficult to characterize in a laboratory environment. Conventional steady-state solar simulators have too small an illumination area to support measurement of solar arrays greater than a square foot. The requirement is for a large area pulsed solar simulator to illuminate a solar array with Air Mass Zero (AM0) spectrum and intensity (1367-W/m2) over an area no less than 2.5 x 2.5 meters with ± 1.5% uniformity over a short duration, typically milliseconds. The spectrum must be close to AM0 and tunable to match the AM0 current of individual sub-cells of triple junction solar cells commonly used in the space photovoltaic industry. The specifications are: 1) Minimum ± 1.5% inside 2.5 x 2.5 m ± 1% desired at AM0 spectrum and intensity. Minimum ± 3% inside 3.5 x 3 m, ± 1.5% desired at AM0 spectrum and intensity; 2) Pulse to pulse repeatability <±1.0%; 3) Lamp life over 5000flashes; 4) Provide a light pulse of at least 1.5 milliseconds (flat portion of pulse intensity), defined as light intensity at least 95% of peak intensity during the pulse interval; 5) Spectral tuning to match the AM0 calibration current of AM0 triple junction component solar cells such that when adjusted for 1 sun ± / - 1% measured by the medium wavelength standard cell, the lamp will have an adjustment range of at least 1.5% for the short wavelength standard cell and at least 5% for the long wavelength standard cell; and 6) Must have externally available control functions accessed either with a control panel or customer provided interface electronics to monitor or set: a) monitor safety interlocks with reset capability; b) set pulse network voltage using a trim potentiometer or a low voltage reference; c) low voltage lamp trigger signal (5V TTL pulse or similar); d) Lamp Suppression/Abort Button; and e) if designed to provide external signals to the user, provide mating cable to the pulse forming network. NRL requests information on Pulsed Solar Simulator that have comparable or better characteristics than those in the above listed specifications. If NRL decides to purchase the simulator, NRL intends to award a Firm-Fixed Price contract. Interersted parties should submit the information requested herein, as well as a ROM cost estimate. The RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on the RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
