- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, contract modification to contract N00019-12-C-0081 to Mantech Systems Engineering Corporation, 12015 Lee Jackson Highway, Fairfax, VA 22033, for continued performance to design, develop, modify, and maintain Government software products in support of Naval Aviation's Military Flight Operations Quality Assurance (MFOQA) program. MFOQA is a knowledge management capability and a software-based process that will be hosted on existing Department of the Navy (DON) computers. MFOQA will collect, merge, and analyze pre-recorded aircraft flight data and other available data, such as aircrew information, aircraft custody assignment and organizational hierarchies. It will make the results available to authorized personnel at the operational unit levels. Potential benefits are estimated to be significant in improving Operational Readiness, Training, Maintenance Management and Safety. MFOQA will provide a proactive means to highlight positive trends and to identify potential risks in time for corrective action. This contract modification will include efforts to complete the MFOQA software development efforts for Phase 1 platforms (F/A-18C-F and EA-18G), complete Phase 1 fielding and on-site training, establish the Software Support Activity, complete Phase 2 (MH-60R/S, MH-53E, CH-53E/K, AH-1Z, and UH-1Y) development, begin Phase 2 fielding and on-site training, provide continued support of the MFOQA Engineering Tool (MET), and provide sustainment/support of deployed software. It is anticipated that additional platforms may be added to the Phase 2 development and fielding efforts, pending approval from OPNAV. The Government intends that the MFOQA software product will be a single software solution for multiple platform type/model/series. The Phase 2 software will be an extension of the Phase 1 software, for which the Government does not yet have a Technical Data Package. NAVAIR is not entertaining proposals to wholly or partially replace the MFOQA software system with a different product. The incumbent vendor is using Agile software processes, and the Government intends to expand the use of Agile processes across the entire MFOQA IPT for follow-on development efforts. It is the Government's intent to compete the development efforts for future phases of the program, or perform the work in-house (i.e., within the Government). ManTech will be required to provide a Level 3 Technical Data Package suitable for competition that defines the information and data utilized by the Contractor to design, code, and manage product development. The Technical Data Package will be comprised of source code, Software Product Specification, detailed Software Design Document, and detailed Interface Design Description. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ManTech was competitively awarded the initial contract to develop the MFOQA Common Framework software and integrate the other software components into a single software product. A Justification & Approval for other than full and open competition was approved for ManTech that included the completion of Phase 1 development efforts as well as the following activities: field and conduct on-site training of the MFOQA software to Phase 1 platforms (F/A-18C-F and EA-18G), establish the Software Support Activity, complete Phase 2 (MH-60R/S, CH-53E) development, begin Phase 2 fielding and on-site training, and provide sustainment/support of deployed software. In accordance with the approved J&A, a follow-on sole source contract, N00019-12-C-0081, was awarded to ManTech to complete Phase 1 development. This synopsis is to modify the period of performance for the remaining activities which were subject to a schedule slide and re-phasing of funds. Additionally, this contract modification will include additional Phase 2 platforms inadvertently omitted from the original award (AH-1Z, UH-1Y, CH-53K, and MH-53E) and continued support of the MET. These efforts are inextricably linked to work already being performed by Mantech under contract N00019-12-C-0081. The MFOQA software is in development and no complete Technical Data Package exists today to permit full and open competition for Phase 2. ManTech is the only contractor that has the technical data and detailed knowledge of the MFOQA system to complete the MFOQA software development within the required time frames without significant duplication of cost and unacceptable delays in fulfilling agency requirements. The Government will have unlimited data rights to the MFOQA Software that is under development by ManTech; however, because the product is still in development, the Government does not currently possess all of the technical data required for a full and open competition. The Government will require the contractor to provide a Technical Data Package under this sole source contract to permit future competition for subsequent phases of the MFOQA program. Numbered note 22 applies. This synopsis is not a Request for Proposals. The Government will not fund the development or qualification of other sources for fulfilling this requirement.
