RFP Sections B - M Standard Form 33 Section A Labor Rates and Pricing Template Statement of Independence and CPE Compliance OIG NDA - Financial Disclosure FSA FISMA - Applicable Documents List Non-Disclosure Agreement DD Form 254 Statement of Work This Request for Proposal (RFP) is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-65. This RFP is issued in accordance with FAR 52.232-18 Availability in Funds (APR 1984). The National Geospatial-Intelligence Agency's (NGA) has a requirement for Financial Statement Audit (FSA) and Federal Information Security Management Act (FISMA) Evaluation services in support of the NGA Office of the Inspector General (OIG). OIG is seeking to obtain an independent audit of the annual financial statement as well as an independent evaluation of NGA's information security program and practices related to the financial and non-financial systems. The Financial Statement Audit (FSA) and Federal Information Security Management Act (FISMA) Evaluation procurement will be conducted under full and open competition with no set-aside. The government anticipates a single award contract with a one year base period and four one-year option periods renewable annually, but not to exceed five total years. The contract type will be Firm Fixed Price Level of Effort Term (FFP-LOET) CLINS for FSA and FISMA and will include a Firm Fixed Price (FFP) CLIN for Travel. This specific Request for Proposals (RFP) and Statement of Work are viewable via the attachments. Offerors must sign in to the Federal Business Opportunities (FBO) website to view the attachments. An MPIN may also be required. All vendors interested in submitting a proposal for consideration should do so, prior to the SOLICITATION closing date of 1 April 2013 by 12:00 pm ET, in accordance with the specific instructions for proposal submission detailed in Section L.9 "Proposal Preparation Instructions" of the attached RFP. The Past Performance Questionnaires and Past Performance Volume is due 12:00 pm ET on 22 March 2013 in compliance with Section L.9. Non-conformance to the instructions outlined in Section L-9 may result in the offeror's proposal being rejected. All submissions should also be in accordance with the stipulations set forth below: Proposals must include pricing for each of the CLINS listed in the solicitation. See Section L for additional proposal price instructions. Award will be made using Best Value - Trade-Off evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluations factors listed in Section M of the RFP. Unclassified questions and answers will be posted to World Wide Web site via the Federal Business Opportunities. Classified questions and answers will be posted to the Classified Acquisition Research Center (ARC) at http://arc.nro.ic.gov/. New users of the ARC must first register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC, a user can click and select the FSA FISMA ARC webpage under "Current Efforts". See Section L.8 for additional Site Viewing Information. The submission deadline for QUESTIONS is by 1200 pm EDT, 11 March 2013 and shall be submitted to Patricia D. Hill, Contracting Officer at patricia.d.hill@nga.mil. All offerors must propose the NAICS code specified in the solicitation by ensuring that their profiles in System for Award Management (SAM) reflect Code 541211 - Professional, Scientific, and Technical Services - Offices of Certified Public Accountants. Those vendors who submit a Proposal not in accordance with the NAICS Code 541211 will be eliminated from the competition.
