Description
The U.S. Army Contracting Command-New Jersey, Picatinny Arsenal NJ, 07806-5000, in support of the Project Manager for Combat Ammunition Systems (PM-CAS), Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources capable of manufacturing, inspecting, and delivering 81mm Gas Adsorbent Modules (GAMs) to be used in the 81mm M819 Smoke Cartridge packaging. The Government anticipates soliciting offerors for award of a firm-fixed price contract with four priced and evaluated option periods, with a basic quantity of approximately 33,452 GAMs in FY13, and approximately 257,000 GAMs in FY14 through FY18. A brief description of the 81mm GAMs follows: Gas Adsorbent Module The GAM consists of a plastic circular housing filled with two packets of a chemical adsorbent. The plastic housing is made of high impact polystyrene and has an approximate height of 1.85 inches, approximate outer diameter (OD) of 3.1 inches, and approximate inner diameter (ID) of 2.3 inches. The plastic housing is divided into two (2) interlocking pieces with each piece consisting of an upper and lower housing. Two halves are then combined to make the entire housing. The halves are held together with a piece of identifying tape with a warning printed on it. The housing holds two (2) Tyvek bags containing the commercially available phosphine adsorbent. Each bag is held inside the housing with two (2) packet retainers. The retainers are made of Melt Processable Rubber (MPR) and are approximately 1.68 inches tall, with a cross-section of.265 inches by.335 inches. Additionally they contain a C notch to retain the edge of the bag. Potential candidates are requested to identify what their projected lead time and per month delivery capabilities are for the GAMs AND to address their capability to meet the Governments current minimum production rate of 10,000 per month. The candidate's capabilities should include experience in injection molding, plastics manufacturing, assembling and inspection. The Offeror must possess the necessary equipment, facilities, tooling and material (including packaging and palletization material) to fabricate and deliver the GAMs. Interested candidates with the capability of providing the GAM should provide, at no cost to the government, a summary of their firm's past experience, capabilities, CAGE Code, available storage facilities, description of facilities and personnel to meet these requirements, equipment, tooling, processes, quality control of material and process, packaging, palletization and any other areas of expertise that may enable them to undertake efforts of similar complexity and magnitude. All responding sources must submit their response no later than 22 March 2013 via electronic mail to: deborah.l.olivieri.civ@mail.mil. Telephone inquiries will not be accepted. This procurement is intended to be awarded as a total small business set aside, however all companies are welcome to respond and provide requested information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. All information submitted will be held as contractor propriety data. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
