- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Text-Data Analytics and Visualization (TDAV) services. This service will be utilized in order to better understand and visualize the trends and discussions taking place on-line within industry, academics, and government, specifically regarding areas of commercial space technologies and industries that are of interest to NASA. The Offeror must have the capability to explore the structured data of private companies, news events and patent activity via quantitative visualization software. The Offeror will run queries on their company software as well as analyze the results in-person or via telephone utilizing a visual representation of the analysis. Please see attached Statement of Work for more detailed requirements. The Government expects to utilize this service on a per hour basis and the period of performance will consist of one (1) six-month Base Period and one (1) twelve-month Option Period. The provisions and clauses in the RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-65. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 541519 and $25.5 million respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the services described above are due by MARCH 18, 2013 at 17:00 PDST and must be submitted via email to SARAH ANDRAE (sarah.m.andrae@nasa.gov). Offers must include the following: solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference.
