Description
The Technology Applications Office has a long term requirement to gather information on the most current industry advances in processing, exploiting, archiving and disseminating Full Motion Video (FMV) and FMV products via web services. This RFI is specifically looking for the advancements and evolutionary capabilities in the following areas a) ability to operate in both office and austere environments; b) system/software that is scalable and accredited to operate on a variety of hardware and networks to include standalone configurations. FMV processing requirements include, but are not limited to, the following processing capabilities: a) Process, display, archive and disseminate both high definition (HD) and standard (SD) definition FMV formats; b) Process FMV received on both high and low bandwidths (6Mbps to 128Kbps) with low latency; c) Create and geospatially display the collection asset and sensor points of interest derived from sensor metadata (Line21 or KLV); d) Create metadata derived from on screen FMV graphics overlay e) Create and tag metadata to associate FMV derived from user defined chat programs; f) Ability to decode an unlimited range of encoded FMV schemes. FMV Exploitation capabilities include, but are not limited to, the following: a) Creation of user defined metadata tags that are associated and data based with original FMV source; b) Ability to automatically identify and track multiple vehicles or personnel on the displayed FMV in real time; c) Remove or mask on screen metadata I graphics with minimal visual loss on both streaming live and archived FMV in near real-time; d) Apply user defined filters to visually enhance FMV in near real time; e) Annotate and apply graphic overlays to videos and screen captures; f) Create a mosaic image product in real time from both live and archived FMV; g) Spatially display points, ellipses and other system or user created graphics overlay on the FMV in near real time; h) Spatially query and display data from both internal and external systems and databases in near real time in relation to FMV location or user defined area; i) Capture and exploitation of single images and videos in near real time; j) Creations of geospatial layer areas covered by platforms; k) Captures of multiple forms of communication used by collection platform ; 1) Auto generation of a collection log via MiRC chat correlating with links to tagged video or exploited video, accessible through remote web or Local Area Network (LAN). FMV Dissemination Capabilities include, but are not limited to, the following: a) Save FMV stills / screen captures in a variety of formats to include jpeg, TIFF and NITF; b) Provide a web enabled interface for product query and download. FMV Archival Capabilities include, but are not limited to, the following: a) Database all metadata products and FMV in a manner that enables time sensitive historical search and retrieval; b) Database should have a relational and spatial schema that can be queried by external databases; c) Support geospatial queries in geo-coordinate and Military Grid Reference System (MGRS) formats. Responses should also include answers to the following questions/statements: Responses should address a complete understanding of capturing, cataloging, processing, data basing, exploiting, and disseminating of FMV and FMV products via web services. This will include how respondent companies perform these functions, and show depictions of the sequence of connected steps, processes, operational flows, with functional level routings of data and end result outcomes to include any associated hardware and or software. Explain what sets your product apart from your competitors and what makes your product unique and/or evolutionary. Does your company have a Defense Security Service (DSS) Facility Security Clearance (FCL)? If so, at what level? Does your Company have personnel with security clearances? If so, at what level? Is your product utilized in the US Intelligence Community? If so, where? If not, please provide a list of major customers. Explain your product versioning, development and customization capabilities, processes and timelines. What data migration / integration services does your company provide? For example: integrating 3rd party tools or exporting data into an existing services oriented architecture (SOA) enterprise. Explain your products data basing process and ability to support bi-directional and fuzzy logic search queries? What is your company's experience in DoD Information Assurance certification and accreditation compliance? Has your product been accredited by any DoD organization? If so, who and on what network/architecture? Explain your Company's product development processes? Do you solicit user feedback? If so, how is it used for product improvement? What is your company's ability to handle multiple time sensitive projects simultaneously? Is your product compliant with Open Geospatial Consortium (OGC) and Open Search (OS)? How does your company perform Configuration Management (CM)? Provide an example of a recent CM Plan. The Capability package must be clear, concise, complete and shall also include (in additional to the technical aspects above), at a minimum; 1) Identify their organization's name, address, telephone number, and point of contact (also with title, phone, fax, and email) on packaging and title pages (The organization name should appear clearly on every page of your submittal and proprietary information must also be clearly marked.); 2) Organization Size/ownership of business, i.e. large, small, small disadvantaged, 8(a), Disabled-Veteran, Veteran, Women-owned Business, and Hub-zone; 3) Number of years in business; 4) Cage Code, DUNS# and Tax ID# (TIN#); 5) Company profile: number of employees, annual sales history, locations and if CCR registered.; 6) Identify if you are a GSA Schedule holders; 7) Affiliate contractor (if potential sub) or subcontractors (if potential prime); 8) Experience and familiarity with providing the requested equipment/services; and 9) Contract references in the past five (5) years relevant to the requirement to include: contract number, agency supported, whether or not you were the prime or subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, POC with current phone/fax number, and a brief description of the effort. In addition, all responses should be unclassified and marked appropriately to ensure consideration of operational sensitivities (e.g., STINFO). This RFI DOES NOT constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this RFI. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for market research determining most current industry advances in processing, exploiting, archiving and disseminating Full Motion Video (FMV) and FMV products via web services. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity to which PEO-EIS TAO releases and/or disseminate the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. NO phone calls and/or request for a Solicitation will be accepted or acknowledged. Company Brochures are NOT desired.
