- THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The response will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. Address in detail, with supporting data, the company's recent relevant work performance and/or current work experience in performing similar efforts with the same level of complexity and scale for the U.S. Government. Company may provide work experience and past performance data related to affiliated companies and as such that work experience and past performance data will be identified as to the affiliated company submitting a response. Alternative technical solutions will be considered. If a Request for Proposal (RFP) is issued, the requirements may vary from the SSA. The purpose of the SSA is to identify potential sources capable of providing new systems, and maintenance support of Common Tactical Vision (CTV) hardware. CTV is a Government Off The Shelf (GOTS) software solution that simplifies the search and visualization process of data sets from multiple sources. CTV allows the operator to view the current operating picture and troop or asset movements coupled with historical information from multiple data stores. It is built on a government owned, industry standard framework that allows 3rd party developers to create new plug-ins. CTV is an operations and intelligence kiosk fusing information at the tactical edge allowing for collaborative, multi-user and multi-touch data exploration. Accumulated information is presented in real time on a singular rendered map and timeline. The software is NOT part of the SSA. The CTV hardware components shall be packaged in ruggedized transit cases and physically transportable in a military vehicle or ISO container. The following specifications will apply to the CTV Monitor: Display 1.LCD/LED monitor in 46 quote mark size range. 2.Provide projective capacitive touch screen 3.Have multi-touch capacities 4.Have palm rejection technology 5.Single display, not tiled display 6.Power requirements for complete system are 120V AC, 60hz 7.Monitor, transit case, and components are not to exceed a four person lift, less than 200 lbs 8.Viewable from 60 degrees off center horizontally or vertically 9.Set up time of complete system should not be greater than 15 minutes with two operators 10.Tear down and packing of complete system for movement should not be greater than 15 minutes with two operators 11.Packaged in ruggedized transit cases and physically transportable in a military vehicle or ISO container 12.Be used in a tactical soft-walled tent system or in fixed facility 13.Must include all cables Environmental Operational Considerations 1.The monitor and storage case must meet MIL-STD-810G (31 October 2008) Basic Operating Temperature Annex C (pg 55). 2.Operational Temperature 32F through 95F (Basic Cold through Basic Hot) 3.Storage Temperature -50F through 145F (Basic Cold through Basic Hot) 4.Monitors must maintain functionality in humidity 0-100% 5.Monitor/touch screen must be able to maintain functionality in operationally dusty environments Mobility/Transportability 1.Monitor must be mounted on a frame 2.Frame must allow monitor to be viewed both horizontally, vertically, and incremental degrees in between 3.Frame must be adjustable for varying heights The 46 quote mark Monitor and transit cases must meet MIL-STD-810G (31 October 2008), Method 516.6 Test levels for this test are shown in Table 516.6-VI (pg 399). Test the item in the same configuration that is used in a transportation, handling, or a combat situation. Maintenance and Supportability 1.Include company's training and maintenance plan for monitors CONUS and OCONUS. 2.Provide information for recurring maintenance requirements. 3.Include all warranty information. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. Responses to this SSA must be unclassified. Sources Sought instructions: A written response with detailed information is requested of those suppliers who can provide a 46 quote mark capacitive touch monitor achieving the required or similar specifications. Detailed information shall include the vendor's capability of providing the required goods and current commercial availability.
