- The Forest Service contemplates releasing solicitation no. AG-0116-S-13-0022 for the Calamity Carroll Road Stabilization project on or after March 25, 2013, on this FedBizOpps site. All interested parties should visit this site from time to time to obtain the solicitation when it is released, and any amendments that may be released afterwards. Proposals will be due on or after April 29, 2013. The period of performance will start with issuance of the Notice to Proceed in the spring or summer of 2013 with actual on-site work occurring between June 1, 2013, and October 31, 2013. The estimated magnitude of the project is between $250,000 and $500,000. The contract will be for culvert removal, cleaning, and replacement; landside removal; bridge salvage; rock borrow production, haul, and placing; end haul of slide material, waterbar construction, and general road repair. The project is on Revillagigedo Island in two separate locations, Upper Carroll Inlet and Shoal Cove. The Forest Service has a single lane road system at each location; however, there are no commercial services available at either site. Access to these locations is by boat or floatplane. The nearest community is Ketchikan, Alaska. A total small business set-aside is contemplated. All interested prospective offerors are invited to identify themselves to the contracting officer by fax'ing a one-page note to 907.228.6254 with (a) the project identifier solicitation number AG-0116-S-13-0022 and name Calamity Carroll Road Stabilization project; (b) the firm's name, phone, address, point of contact and so forth; (c) the firm's DUNS number; (d) the firm's eligibility as a small, HUBZone, SDVOSB, or other eligibility under NAICS 237990; and (e) a brief past performance summary. Please, only a one-page fax. The intent of the contract will be the complete construction of the project as will be indicated in the contract, drawings, and specifications when they are released. The particulars of the project may change between the date of this posting and the solicitation release date. A hosted site visit is not contemplated. However, prospective offerors should and are expected to visit the work site at their convenience. The contract clause at FAR 52.236-3, Site Investigation and Conditions Affecting the Work, will be included in the solicitation and resulting contract. The work site is public land and offerors are free to visit; a courtesy notice of the visit may be sent to the Ketchikan Ranger District at FAX 907.225.8738. Visitors should take care not to interfere with any operations that may be ongoing at the work locations. This acquisition is very similar to the Calamity Carroll Road Stabilization project that was advertised in FedBizOpps on June 20, 2012, under solicitation number AG-0116-S-12-0120. That solicitation did not proceed to award because the Forest Service lost its funding for fire purposes. In this new acquisition, the bridge to be salvaged will be salvaged and stored on site rather than get moved to Thorne Bay for storage.
