Description
DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited. I. Purpose: This market research is being conducted to determine commercially available U.S. made tools that fit the required capabilities identified in Section II below. All tool components shall meet or exceed the Aerospace Standards, and where Aerospace standards are unavailable Industrial quality tools are acceptable substitute(s). quote mark Industrial quote mark is a term for a tool that meets/exceeds American Society of Mechanical Engineers (ASME) standards in addition to any other tool specific description contained in this product description. Industrial quality tools are used primarily by skilled professionals and technicians in such areas as machine shops, automotive maintenance and repair facilities, aircraft maintenance and repair facilities, industrial automotive assembly plants, fleet maintenance facilities, and airline service facilities. The tools will be used for specialized applications in an environment of virtual constant use, (i.e. around-the-clock 8 hour shifts), with applications requiring high torque, low slippage, and strict tolerances. Advertising or marketing literature that indicates quote mark professional grade quote mark or quote mark industrial quality quote mark, or merely stating that an item is quote mark professional grade quote mark or quote mark industrial quality quote mark, is insufficient to establish industrial quality. A claim that an item is manufactured to an industry consensus standard is also insufficient to establish industrial quality. Industrial quality tools shall have verifiable marketplace acceptance. The government requirement of high quality tools is paramount to the maintainers performing battlefield repair for the effective and efficient execution of mission requirements. II. Required Capabilities: The required capabilities are addressed below: A. Tweezers, Cross-Lock. The cross-locking tweezers shall have a smooth sharp point. The tweezers shall be 4.4375 to 4.8125 inches long overall and shall be made of steel with a corrosion resistant surface finish. The tweezers shall have self-closing points. B. Pliers, Locking, Straight Nose. The straight nose locking pliers shall be constructed of steel overall. The pliers shall encompass a hardened tooth design to grip from any angle. The pliers shall have an overall length of 5.5 to 6.5 inches. The straight nose locking pliers shall be Type I, Class III, and Style B in accordance with ASME B107.24. C. Drill/Driver, Electric, Portable, 18V. The compact, cordless drill kit shall have a inch ratcheting chuck to reduce bit slippage. The drill shall have an overall weight of no more than 5.5 pounds. The drill shall have a dual speed range of 0-500/0-1,700 rpm. The drill shall have a motor with 410 unit watts of maximum power. D. Pliers, Locking, 7 inches long. The curved jaw locking pliers shall have straight serrated jaws and hardened teeth. The pliers shall be spring loaded with a release lever to facilitate a quick quote mark no pinch quote mark release. The pliers shall feature a turn screw to adjust pressure and work fit. The pliers shall have an overall length of 6.5 to 7.5 inches with a jaw capacity of no less than 1.25 inches, and shall lock onto work acting as a clamp. The pliers shall be steel overall with corrosion resistant surface finish. The locking pliers shall be Type I, Class II, and Style B in accordance with ASME B107.24. E. Pliers, Clamp, 8 inches long. The clamp locking sheet metal pliers shall have an overall length of 8 0.125 inches and an adjustable capacity of no less than 0 to 3 inches. The pliers shall be capable of being used to clamp sheet metal in place. The pliers shall be made of steel overall. The pliers shall have a wide jaw with a sheet metal locking clamp type. The pliers shall be Type II, Class II, and in accordance with ASME B107.24. The pliers shall have a Type I or Type III surface finish in accordance with AS4984. F. Jewelers File Set. The file set shall contain six fine cut miniature files for intricate work. The set shall contain one of each of the following: equaling, half round, flat, round, square, and three square shape, each with an overall length of 5.25 to 5.75 inches. The files shall be packed individually in a plastic or vinyl pouch for storage. G. Hand File, Rectangular, 8in. The hand file shall be flat, have an American pattern, and be smooth cut. The hand file shall have an overall length of 8 0.125 inches and shall be a second-cut. The file shall be primarily used to file concave surfaces. The file shall be double-cut with a rectangular shape. H. Hand File, Knife. The hand file shall be knife type and have an American pattern. The hand file shall have an overall length of 6 0.125 inches. The hand file shall be primarily used on acute angles. The file shall have a double-cut face type. The hand file shall be a Type II, second-cut, American Pattern Knife file in accordance with CID A-A-2314. I. Hand File, Half Round. The hand file shall have an overall length of 8 0.125 inches, an overall width of 0.625 0.0625 inches and an overall half-round thickness of 0.1563 0.0313 inches. The hand file shall have an American pattern, and be bastard cut. The file shall be primarily used to file concave, convex, and flat surfaces. The half round file shall be double-cut and in accordance with CID A-A-2312. J. Hand File, Rectangular, 10in. The hand file shall be flat, have an American pattern, and be smooth cut. The file shall be primarily used to file concave surfaces of most metals. The hand file shall have an overall length of 10 0.125 inches and an overall width of 1 0.0625 inches. The file shall be double-cut with a rectangular shape and in accordance with CID A-A-2313. K. Hand File, Round. The hand file shall have an overall length of 8 0.125 inches and shall be a second-cut, American pattern, round file. The file shall be primarily used to file circular openings of concaved and curved shaped surfaces, and to enlarge holes. The file shall be tapered slightly, towards the point, and have a curved single-cut tooth pattern. The file shall be in accordance with CID A-A-2318. Companies should not submit information for developmental products and should have already produced at least one fully functional, production representative unit that is made in the US and meets the Berry Amendment requirement as implemented by DFARS 225.7002-1. Please provide as much technical documentation as possible. Photographs depicting tools/equipment are desired but not mandatory. This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future. Submitting information for the RFI is voluntary, and participants will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. III. Instructions: If after reviewing these requirements, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements and the six items listed below: 1.Executive Summary 2.Company Capabilities to include both optimal monthly production capacity and maximum monthly production capacity 3.Detailed Product Description 4.Unit Cost Estimate (Assume buy quantity of 1500) 5.Points of contact (including name, email address, phone number, and fax number) for customers currently using ground support equipment that your company has manufactured or is currently supporting logistically (if applicable) 6.Appendices (if required) The Government desires that interested sources provide the production unit cost of the tool(s) listed in Section II required capabilities. For purposes of pricing, assume buy quantity of 1500. Please include both part number and catalog price for commercial items. Both large and small businesses are encouraged to participate in this market research.
