Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute of Aging (NIA) intends to negotiate a Purchase Order on a sole source basis with Trustees of the University of Pennsylvania (the Contractor), located at 3451 Walnut St, Philadelphia, PA 19104, and doing business as the Clinical Practices of the University of Pennsylvania, for characterization of MRI data acquired from study participants on a longitudinal basis. The Laboratory of Behavioral Neuroscience at NIA requires services from the Contractor to perform quantitative analysis of MRI data collected from participants involved in the Baltimore Longitudinal Study of Aging (BLSA). The NIA has been collecting MRI data samples from participants in this project for the last 19 years. Data Analysis will involve comparing thousands of previously collected MR images with new images and test for potential markers of Alzheimer's disease. Continuity of analysis is required for comparing new MRI data to the structural and functional brain changes in data previously collected. The computer software and methodology used in the analysis of longitudinal neuroimaging data was developed and has been validated exclusively for use in this study. Services required by the Contractor will focus on the continued development of sophisticated tools and quantitative analysis of longitudinal structural MRI data acquired from BLSA participants. Characterization of MRI data from study participants would largely be lost, or need to be repeated, if services were acquired from other than the current Contractor. The computer software and methodology required to characterize MRI data collected from BLSA participants is not currently available in the commercial marketplace. Since 1994, the NIA have been conducting a longitudinal brain imaging study of selected older adults in the BLSA to characterize individual differences in longitudinal brain changes. Data collected from the study will be used to investigate the extent to which these brain changes underlie individual differences in cognitive aging and to identify brain changes that may be predictors of cognitive decline and Alzheimer's disease. MRI data collected in this study will assess the impact of potential modulators on brain and cognitive aging effects. The Clinical Practices of the University of Pennsylvania is the only known source with the specialized knowledge and ability to reliably analyze MRI data from participants in this study. No other source of supply or service will satisfy agency requirements. Period of performance will be for one (1) year with the option to exercise four (4) additional one-year periods of performance. This acquisition is being conducted under FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
