- HQ0034-C-C-0063 Cyber Tech & Analysis PERFORMANCE WORK STATEMENT INTELLIGENCE STRATEGY, PROGRAMS AND RESOURCES TECHNICAL, ANALYTICAL AND BUSINESS SUPPORT FOR THE OFFICE OF THE UNDER SECRETARY OF DEFENSE (INTELLIGENCE) March 1, 2013 1.0. Background. The USD(I) serves as the Principal Staff Assistant and advisor to the Secretary of Defense and Deputy Secretary of Defense on all intelligence, counterintelligence, security, and other intelligence-related matters. The USD(I)'s responsibilities include intelligence activity oversight and policy guidance; advising on the performance of national and defense intelligence capabilities; oversight of DoD intelligence organizations, including their manning, training, equipping, and structuring; supporting the SecDef's role in the Intelligence Community Executive Committee; management and oversight of DoD counterintelligence and security activities; coordination of DoD intelligence and intelligence-related policy, plans, programs, requirements, and resource allocations; supervision and policy oversight of the DoD intelligence infrastructure and civilian intelligence personnel management systems; and overseeing intelligence support and involvement in information operations. The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. Department of Defense (DoD) Intelligence Surveillance, Reconnaissance (ISR) and Battlespace Awareness (BA) are two of the critical mission areas under OSD's diverse span of responsibilities. These mission areas composes a complex matrix of enterprises, infrastructures, architectures, policies, programs, processes, systems and technologies which must be understood and effectively engaged in the dynamic national security environment. For enhancing its level of expertise and productivity to achieve its objective of leading the transformation of the Department, the OSD requires contractor support in a variety of the DoD ISR and BA functions. This includes supporting the management and oversight of enterprise-wide ISR and BA integration, supporting oversight and guidance of intelligence activities, supporting acquisition and program oversight of major defense acquisition programs, and supporting OSD responsibilities regarding defense agencies. 2.0. Scope/Objective. The objective of this procurement is to acquire specialized engineering support that will support an entire range of DoD ISR and Battlespace Awareness activities undertaken to satisfy OSD's responsibility for overseeing, guiding and improving ISR and Battlespace capabilities and policies. This includes providing technical and administrative support relating to technologies, system programs, infrastructures, assessments, evaluations, imagery, analytic, architectural, managerial, fiscal, business, and programmatic functions related to DoD ISR and Battlespace Awareness. 3.0. Tasks The Contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort, none of which are considered inherently governmental functions as defined in FAR 2.101 or Subpart 7.5. In accordance with FAR 37.104, Personal Services are prohibited and will not be performed under this contract. 3.1. Cyberspace Operations and Intelligence Capabilities Support. The contractor shall provide extensive support in the development and management of a cyberspace operations and cyberspace intelligence capabilities portfolio to include, but not limited to: drafting, revising, and/or reviewing and providing assessments of strategies, programs, and resourcing recommendations to meet the Department's requirements for cyberspace operations and cyberspace intelligence capabilities. The contractor shall draft, revise, and/or review and provide assessments of cyberspace operations and cyberspace intelligence capability and resourcing (i.e., manpower, MILCON, etc.) needs during the PPBE process, to include the CAPE Issue Team Process. The contractor shall draft, revise, and/or review technical documentation to support the acquisition requirements, Joint Capabilities Integration Development System, Joint Requirements Oversight Council requirements, as well as CONOPs and TTP's in support of cyberspace intelligence capabilities. The contractor shall draft, revise, and review cyberspace operations and information environment related DoD directives, instructions, memoranda, and manuals. In addition, the contractor shall participate in DoD meetings and forums on cyberspace operations and cyberspace intelligence in support of Departmental goals and identify/provide, consolidate, and incorporate DoD Component positions on related subjects in support of high-interest cyberspace operations and cyberspace intelligence initiatives. 3.2. Cyberspace Technology Initiatives and Documentation. The contractor shall research and provide extensive assessments of and recommendations for cyberspace operations and cyberspace intelligence related technology initiatives that fulfill validated and/or emerging cyberspace strategy, capability, program, and/or resource investment requirements (in support of task C-3.3.4 above). The contractor shall provide assessment of combatant command and Military Service cyberspace operations and cyberspace intelligence capability requirements and participate in and provide intelligence policy support and guidance to Departmental cyberspace capability rapid acquisition activities. In addition, the contractor shall provide technical review and integration support to cyberspace operations and cyberspace intelligence capability development activities to include, but not limited to: resourcing, CONOPs development, technical assurance, threat validation, range testing, etc. C-3.3. Deliverables. TRAVEL/OTHER DIRECT COSTS The contractor shall provide a written request for travel to the COR prior to finalizing any travel arrangements. All travel must be approved by the COR prior to purchase of tickets and commencement of travel. The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the FAR 31.205-46 "Travel Costs". Requests for approval of costs in excess of maximum per diem rates in accordance with the procedures contained in FAR 31.205-46(a)(3) must be submitted to the Contracting Officer for final approval prior to commencement of travel. 5.0. KEY PERSONNEL All personnel assigned shall be considered key personnel. No position shall be vacant more than 30 calendar days, without an excusable delay or approval of the COR. During the first ninety (90) calendar days of performance, the Contractor shall make no substitutions of key personnel unless illness, death, or termination of employment necessitates the substitution. The Contractor shall notify the Contracting Officer as soon as possible after the occurrence of any of these events and provide the information required below. After the initial ninety (90) calendars day period, the Contractor may propose substitutions. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contractor shall, prior to making any substitution permanent, demonstrate to the satisfaction of the Contracting Officer that the qualifications of the proposed substitute personnel are equal to or better than the qualifications of the personnel originally identified for the position. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on proposed substitutions.
