Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501(a)) with Ortho Clinical Diagnostics, Inc. 100 Indigo Creek Dr, Rochester, NY 14626, as the only responsible source that can provide annual preventative maintenance services for four (4) Chemistry Analyzers installed onboard the USNS Comfort. The units needing service are two (2) ECi and two (2) Vitros 5.1 chemistry analyzers. Services are required to ensure optimal operating conditions to perform laboratory analysis of blood components to measure complete blood counts for patients served by the ship. Vendor shall be able to test, analyze, and perform all required equipment, software, and hardware functions as required in order to ensure the analyzers' peak operating capability is established, by passing quality assurance and reproducibility measures at the completion of the preventative maintenance service. Ortho Clinical Diagnostics, Inc. is the sole manufacturer and reseller of the ECi and Vitros 5.1 Chemistry Analyzers. Ortho Clinical Diagnostics, Inc. holds the proprietary rights to this device and is the only vendor who is capable of servicing these units. The contract will be awarded with a base year plus four option years, for a total contract amount of $434,354.38. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the Test Program for Certain Commercial Items (section 4202 of the Clinger-Cohen Act of 1996). There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 811219. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
