- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source set forth in Federal Acquisition Regulation Part 6.302-2, Unusual and compelling urgency and no other supplies or services will satisfy the agency requirement; due to the limited time for script development, unique scope complexity, and available time to conduct site surveys in the exercise cities. This is a non-personnel services contract to provide Hostile Environment Tradecraft training for four (4) individuals. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Due to the nature of our current operations overseas, specific tactics, techniques, and procedures for the employment of tradecraft are needed. These skills will be directly implemented by Rangers during deployment, and will directly contribute to overall mission success. Mastering these skills will enable the operator to mitigate potential threats to the security of the operation, operator, and any support assets that may be employed in the area of operations. The period of performance is from 8 April 2013 to 17 May 2013. The contractor shall provide the Program of Instruction (POI) taught by the Central Intelligence Agency (CIA) to the Operators. The Contractor shall provide a course designed to provide four (4) operations officers (OO) the skills necessary to confidently determine their surveillance status, manipulate offensive Counter Intelligence (CI) measures, and conduct operation acts in a hostile CI or Counter Terrorist (CT) threat environment. The contractor shall provide a course focusing on defensive CI skills coupled with sound operational judgment that will prepare the OO to securely conduct operations in a hostile CI or CT threat environment. The contractor shall provide a course of no shorter than 40 days in duration, with an average of 12 to 15 hours of training per day and up to 24 hours of training per day maximum to meet training objectives of the course. The Mission Installation Contracting Command at Fort Benning GA, intends to make an award to Patriot Defense Group, LLC, 151 Southhall Lane, Suite 120, Maitland, Florida, 32751. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement prior to 22 Mar 2013, 4 p.m. EST. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received is considered solely for the purpose of determining whether to conduct a competitive procurement.
