W91236-13-R-0037 SOURCES SOUGHT NOTICE: The purpose of this Sources Sought Notice is to identify qualified small business concerns that are interested in and capable of performing the work described herein. The Norfolk District, Corps of Engineers is contemplating an Indefinite Delivery/Indefinite Quantity contract to provide a vehicle for the Department of Defense Education Activity (DoDEA), Domestic Dependent Elementary and Secondary Schools (DDESS), to obtain preventive maintenance; on demand repair work and incidental construction for plumbing, electrical, heating, ventilation and air conditioning (HVAC), HVAC control systems, fire protection, playgrounds, kitchen equipment, building systems, and roofing to support the schools at Quantico MCB and Dahlgren NSWC, Virginia. The Government anticipates awarding one contract for these locations to a source experienced in the following: - MECHANICAL SYSTEMS PREVENTIVE AND DEMAND MAINTENANCE - DIRECT DIGITAL CONTROL SYSTEMS MAINTENANCE AND REPAIR TECHNICAL REQUIREMENTS - PLUMBING SYSTEMS PREVENTIVE AND DEMAND MAINTENANCE AND REPAIR - ELECTRICAL SYSTEMS PREVENTIVE AND DEMAND MAINTENANCE AND REPAIR - KITCHEN EQUIPMENT MAINTENANCE AND REPAIR - ROOF SYSTEMS AND SITE INSPECTION PREVENTIVE AND DEMAND MAINTENANCE AND REPAIR - BUILDING SYSTEMS AND PLAYGROUNDS INSPECTION PREVENTIVE AND DEMAND MAINTENANCE AND REPAIR - FIRE SYSTEM INSPECTION, PREVENTIVE MAINTENANCE, DEMAND MAINTENANCE AND REPAIR The proposed contract will consist of a one year base period with four option periods. The annual dollar range for this work is $500,000.00 to $1,000,000.00. The guaranteed minimum will be $50,000.00. The NAICS code applicable to this requirement is 238220. The proposed contract will be awarded based on Price and Non-Price evaluation factors. Non-Priced factors are significantly more important than price. Non-Price factors include documented Past Performance; Past Relevant Experience in the maintenance of building systems; a submitted Management plan; Technical Ability of staff and Technical Approach. Price proposals will be evaluated based on submitted maintenance cost, cost of individual trade employees, overhead cost, implementation cost. We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement similar to your marketing package used in everyday business. At a minimum include: (1) how your company is uniquely capable and qualified to handle tasks associated with this sources sought; (2) summarize your past performance on projects completed which included work identified above; (3) bonding; provide your bonding capacity per contract. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned) Your capabilities statement must be submitted in writing to the U.S. Army Corps of Engineers, Norfolk, ATTN: Joy Slater, Contracting Office, 803 Front Street, Norfolk, VA 23510. Electronic submissions WILL NOT be accepted. The capability statement must be submitted no later than 01 April 2013. Limit capability briefing package to 10 pages. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
