- The Army Contract Command - Aberdeen Proving Ground is seeking to award contracts in support of Product Manager - Soldier Protective Equipment (PM-SPE) for a Integrated Soldier Sensor System (ISSS). The ISSS systems will consist of a Helmet Sensor, Blast Gauge, Physiological Status Monitor, and Data Retrieval System. The ISSS component of the Soldier Protection System (SPS), is one of six (6) components that will be integrated into the SPS. The other components include vital torso protection, torso protection, extremity protection, eye protection, and an integrated head protection system (IHPS). The ISSS shall provide the ability to monitor and record head accelerations, blast overpressures and physiological status such as heart rate, core body temperature and heat exhaustion. The sensors of the ISSS shall be integrated to the largest extent possible to allow for data collectors and leaders on the ground to have a single method of retrieving the data or determining if a soldier's sensor system is properly armed. A common data collection system shall be implemented that gathers data from each of the sensors quickly and easily, both wirelessly and through a wired USB connection. There are three (3) phases to this procurement envisioned to reach the desired objective for ISSS limited rate production, which will be executed through the exercising of options. The proposed procurement is Unrestricted. The Government intends to procure through Full and Open Competition Procedures under NAICS 334519 with a small business size standard of 500 employees. All responsible sources may submit a proposal which shall be considered by the agency. Award(s) will be made to the best value proposal, which is determined to be the most beneficial to the Government. The Government reserves the right to award multiple contracts. The solicitation will be provided in an electronic format, free of charge. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI (https://acquisition.army.mil/asfi/). Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the Business Partner Network site in the CCR link at https://www.ccr.gov/. Contractors are also required to complete online representations and certifications at the Online Representations and Certifications Applications (ORCA) portal at https://orca.bpn.gov/, prior to the RFP closing date.
