Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The solicitation No. is SB1341-13-RQ-0189 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. The Government anticipates awarding a Firm Fixed-Price Purchase Order. STATEMENT OF NEED: The National Institute of Standards and Technology (NIST), Maryland, has a requirement to procure a new Photoconductance Lifetime Tester for Silicon wafers. Responsible quoters shall provide pricing for the following line item: Line Item 0001 Quantity: 1 Unit of Issue: Each Description: Contactless Photoconductance Lifetime Tester This instrument uses an RF based photoconductance apparatus to monitor the photoconductance change in silicon wafers light excitation. From this data, lifetimes of photogenerated charge carriers can be extracted. This technique is ideal for monitoring single and multicrystalline wafers for impurity contaminations, surface passivation and dopant diffusion and can identify problems with the quality of materials used in PV modules. Product Minimum Requirements are: 1. Capable of obtaining the effective charge carrier lifetimes in crystalline and multicrystalline wafers. 2. The measurement method must be based on the photoconductance technique by allowing for monitoring of the wafer photoconductance upon exposure of the wafer to a light pulse or a slowly-varying light source. 3. The conductance measurement shall be carried out in a contactless way by an inductive radio-frequency (RF) coupling, capacitive coupling or the microwave method. Any one of the three methods will be acceptable. 4. The light source used can be either a white light source such as flashlamp or can be comprised of light emitting diodes and should provide a light bias of 0-10 Suns equivalent intensity at the wafer plane. 5. The instrument shall be capable of resistivity measurements in the range of 5-500 ohms/square. 6. The instrument shall be capable of lifetime measurements in the range of 0.5 s to 1 ms. 7. The vendor shall provide computer software and analysis tools for collecting and analyzing the data. 8. The vendor shall provide a wafer conductance calibration set and at least one wafer for illumination sensor calibrations. Delivery shall be within 60 days from the date of award. Delivery shall be completed in accordance with the Contractor's commercial schedule. Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Inspection/Acceptance: Acceptance will be based upon satisfactory delivery of requested items. The NIST Technical Contact will inspect the delivered equipment to ensure that the equipment meets all required specifications. INSTRUCTIONS: 1. All quotations must clearly demonstrate compliance with the specifications as in CLIN 0001. 2. All quotations must be firm fixed price. 3. Technical literature on the proposed item must be included in the quote. 4. All quotations must reference the solicitation number. 5. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s). 7. Quotes shall be provided on company letterhead, reference SB1341-13-RQ-0189 and submitted to the Contract Specialist specified herein via email and be broken down into the below Parts and include the following, but not limited to information: Part I - Pricing: a. Proposed pricing for the requested item in CLIN 0001. Part II - Technical: No cost/price information is to be included in this part. b. Technical literature about the Photoconductance Lifetime Tester being proposed DUE DATE: Responses are due no later than 3:00 pm Eastern Time March 29, 2013 and will be accepted via by e-mail sent to abdul-kudus.Yahaya@nist.gov. Quotations shall be considered received when they are entered the email inbox of abdul-kudus.yahaya@nist.gov. EVALUATION & AWARD: Award shall be made on a technically acceptable/low price basis. Technically acceptable means that the quoted equipment meets all required specifications. Evaluation of Technical Acceptability shall be based on the documentation provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that all of the requirements that define technically acceptable are met. Price shall be evaluated for reasonableness and realism.
