Description
SF-18 CLAUSES. PLEASE RETURN THE SF-18 WITH YOUR BID. COMBINED SYNOPSIS/SOLICITATION WRAD-13-01628 Purchase 17 Net Pens with Antifoulant (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-13-01628/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (IV) This solicitation is opened to all small businesses. The associated NAICS code is 314999. The winning bidder must have NAICS Code 314999 in the System for Award Management Database. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: PURCHASE FOUR (4) NET PENS 17' X 17' 12' (L X W X D) AS OUTLINED PER THE ATTACHED STATEMENT OF WORK. CLIN 0002: PURCHASE TWO (2) NET PENS 17' X 17' X 12' (L X W X D) AS OUTLINED BY THE ATTACHED SOW. CLIN 0003: PURCHASE ELEVEN (11) NET PENS 17' X 7'6" X 10' (L X W X D) AS OUTLINED IN THE ATTACHED SOW. CLIN 0004: DIP NET PEN IN AN APPROVED FISH SAFE ANTI-FOULING TREATMENT IN ACCORDANCE WITH THE STATEMENT OF WORK. CLIN 0005: DIP NET PENS IN AN APPROVED FISH SAFE ANTI-FOULING TREATMENT IN ACCORDANCE WITH THE STATEMENT OF WORK. CLIN 0006: FREIGHT COST. IF FREIGHT COST EXCEEDS $100, A COPY OF THE FREIGHT INVOICE MUST ACCOMPANY THE INVOICE TO SUPPORT CHARGES. (VI) Description of requirements is as follows: STATEMENT OF WORK Purchase 17 Net Pens with Antifoulant NFFP7230-13-01628 1) Introduction This requirement is for the purchase of SEVENTEEN (17) net pens. Six of the pens will be 17' x 17' x 12' (length x width x depth) and 11 will be 17' x 7'.6" x 10' (length x width x depth). All nets will be hung square, constructed with knotless nylon netting and have rope seams and loops in corners. Nets will be treated with an approved fish safe anti-foulant. The pens must conform to the exact technical specifications detailed in Section 5. No changes will be approved. 2) Background The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest Region's marine and anadromous resources. 3) Objective This statement of work (SOW) is to procure marine aquaculture grade net pens for rearing sablefish brood stock and other marine fish species. The use of net pens to rear sablefish, lingcod and rockfish at the Manchester Research Station has proven to be a reliable and economical way to rear large numbers of fish over an extended period. Currently our net pen supply is limited and most of the pens we have are getting old and worn out. We also are expanding our use of net pens each year and are keeping fish in them for a longer period of time. This necessitates the need to purchase additional pens to meet agency and project goals. 4) Location Net pens will be delivered to the Northwest Fisheries Science Center's Manchester Research Station located at 7305 Beach Drive East, Port Orchard, Washington 98366. 5) Technical Specifications The vendor will provide all materials, supplies and labor are required to fabricate a total of 17 marine grade aquaculture net pens meeting the exact specifications detailed in Items 1-6. The vendor will package and deliver the completed pens to the address shown in Item 7. All materials will be in new, unused condition as supplied by the manufacturer. No alterations or substitutions will be permitted. Item 1) Four (4) marine grade aquaculture net pens with finished dimensions of 17' x 17' x 12' (length x width x depth) constructed with knotless nylon netting with a mesh opening of 2.5" (stretch) and twine size of 210/120. Nets will be hung square for construction. All seams will be hand sewn, tied off every 6"-8" and will be reinforced with 0.5" diameter or larger poly steel rope. Loops (approx. 4" diameter) will be located in each corner (top and bottom). Cross ropes sewn into the bottom panel will be furnished with rings inside and out where they intersect in the center of the panel (Fig.1). Item 2) Two (2) marine grade aquaculture net pens with finished dimensions of 17' x 17' x 12' (length x width x depth) constructed with knotless nylon netting with a mesh opening of 1.125" (stretch) and twine size of 210/60. Nets will be hung square for construction. All seams will be hand sewn, tied off every 6"-8" and will be reinforced with 0.5" diameter or larger poly steel rope. Loops (approx. 4" diameter) will be located in each corner (top and bottom). Cross ropes sewn into the bottom panel will be furnished with rings inside and out where they intersect in the center of the panel (Fig.1). Item 3) Eleven (11) marine grade aquaculture net pens 17' x 7'6" x 10' (length x width x depth) constructed with knotless nylon netting. The side panel net mesh opening will be 2.5" (stretch) and twine size of 210/120. Bottom panel mesh opening will be 0.75" (stretch) and twine size 210/36. Nets will be hung square for construction. All seams will be hand sewn, tied off every 6"-8" and will use 3/8" or larger polysteel rope. Loops will be located in each corner (top and bottom). Bottom panel will be installed "loose", so that it will form a slight cone when a 5 lb. cannonball weight is suspended from the center ring (cross ropes sewn into the bottom panel will be furnished with rings inside and out where they intersect in the center of the panel). Details are shown in Fig. 2. Item 4) Apply approved fish-safe antifoulant, black in color, to the six 17' x 17' x 12' net pens specified in Items 1 and 2. Antifoulant will be applied by dipping the finished net so that all materials are fully coated. Item 5) Apply approved fish-safe antifoulant, black in color, to the eleven 17' x 7'6" x 10' net pens specified in Item 3. Antifoulant will be applied by dipping the finished net so that all materials are fully coated. Item 6) Freight: Package and deliver completed net pens (Items 1-5) to Manchester Research Station, 7305 Beach Drive East, Port Orchard, Washington 98366. 6) Delivery schedule and address Date of award to May 17, 2013. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-66 and System for Award Management Registration (SAM) FAR Clause 52.204.99 (Class Deviation from 52.204-7 (September 2012) (DEVIATION).
