- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number (F13PS00323) is issued as a request for quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-66 dated February 28, 2013. This is a total small business set-aside under NAICS 238220. The small business size standard for NAICS code 238220 is based upon average annual receipts not exceeding $14 million. The Government intends to make a single award, Firm Fixed Price Purchase Order, under Simplified Acquisition Procedures (SAP) using FAR Part 13, to responsible offeror whose offer is the most advantageous to the Government that is the Lowest Price Technically Acceptable. A technical evaluation will be completed. If the contractor is not found to be acceptable technically, the offer will not be evaluated any further and will not be considered for award. QUANTITIES: 1 UNIT OF MEASURE: Lump Sum OPTIONS AVAILABLE: No UNIT PRICE: ___________________ TOTAL PRICE: __________________ DELIVERY DATE: June 29, 2013 PLACE OF DELIVERY: Guam National Wildlife Refuge, Dededo Guam 96929 PLACE OF ACCEPTANCE: Guam National Wildlife Refuge, Dededo Guam 96929 FOB POINT: Guam National Wildlife Refuge, Dededo Guam 96929 Description of Requirements: Work to include; Removal of existing condensing units and disposal as per EPA regulations. Supply and install four (4), five (5) ton condensing units in same location Connect refrigerant piping and electrical wiring into the circuit Install individual voltage meters for each unit, vacuum, pressurize and test Disconnect four (4) existing air handler units and dispose of as per EPA regulations Supply and install four (4) air handler units and secure. Supply and install filter driers, sight glass, thermostat controls, and solenoid valves for each A/C unit. Purge all refrigerant lines with dry nitrogen. Apply phenolic coating to each condensing unit's fin coils to slow corrosion from sea salt air. Supply and install voltage monitors for each unit for power surge protection. Assure all thermostats located in building are connected to new units and functioning. New work described above encompasses all required components for complete functioning condensing and air handler unit systems that comply with all Federal, State and local regulations.
