Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, on an other than full and open competition basis from Rolls Royce Defense Services Inc., 2355 S. Tibbs Ave., Indianapolis, IN 46241-4812, a four year Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract with an estimated level of effort of 1,920 hours per year or a total of 7,680 hours for the four-year period to provide Contractor Engineering Services (CETS) Contractor Field Services (CFS). The acquired results of this requirement are to develop the technical skills and abilities of military and civilian personnel in the Department of Defense (DoD) who are responsible for the operation and maintenance of the Power Plant (PP) F-402 and T56 engine series to include A-427 series Engines, sub-systems, and equipment at various sites in support of Naval Air Technical Data and Engineering Service Command (NATEC). Rolls-Royce Defense Services Inc. is the original equipment manufacturer (OEM) and only source available with the requisite data and specific technical support personnel knowledgeable of this equipment to support the effort mentioned above. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing these services for the operation and maintenance of the PP F-402 and T56 engine series to include A-427 series Engines, sub-systems, and equipment at various sites may submit a written response by 8 April 2013, which shall be considered by the agency. The written response shall reference solicitation N68936-13-R-0014 and must clearly demonstrate the capability to respond to this requirement without detriment to the PP F-402 and T56 engine series to include A-427 series Engines, subsystems, and equipment and must include personnel specifically qualified to provide the services and show they have the requisite data (engineering, technical, software, etc.) to perform these services. Written responses shall be submitted by email to john.p.mclaughlin@navy.mil and debra.zamarron@navy.mil or mailed to Commander, Code 254220D (J. McLaughlin), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd., Mail Stop 4015, China Lake, CA. 93555-6108. The RFP will be posted on or before 8 April 2013 and award of the contract is expected to occur 1 July 2013.
