Description
Subject: High Strength Post Tensioning System Sole Source Notice of Intent Reference Number: NB733060-13-01370 Notice Type: Special Notice- Notice of Intent Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST National Fire Research Laboratory (NFRL), intends to negotiate with Dywidag Systems International USA, Inc. on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase a high strength Post Tensioning System. The general mission of the National Fire Research Laboratory (NFRL) is to test the performance of large scale structural connections, components, subassemblies, and systems under realistic fire and loading. The NFRL currently has the capability to produce realistic fires. Currently, the capability for producing structural loading does not exist. This acquisition will provide the capability to transfer loads from hydraulic systems to large scale structures through high strength threaded bars, high strength anchor plates, high strength anchor nuts, high strength couplers, and high strength transition couplers. The lab currently has Dywidag Threadbar nuts permanently inserted in the strong floor. Dywidag rods, couplers, plates, and nuts are not interchangeable with any other post tensioning system manufacturer's products. The minimum and specific requirements of this purchase are: SYSTEMS MUST COME EQUIPPED WITH A SAFE OPERATING PROCEDURE, MAINTENANCE INSTRUCTIONS AND INSTALLATION INSTRUCTIONS 1. Transition couplers (Quantity: 24 needed) a. Transition couplers shall transition from a #20 Dywidag Threadbar anchor nut to a smaller diameter high strength rod. • The #20 nuts are permanently inserted in strong floor shear walls as part of the original construction • The #20 nuts are located at a point 3 feet and 6 inches beneath the top of the floor to the top of the nut b. Transition couplers shall fit inside a 2.9" diameter pipe c. The coupler shall develop the full capacity of the bar to which it is attached 2. Standard couplers (Quantity: 20 needed) a. Standard couplers shall allow the splicing of two threaded bars of the same diameter b. Standard couplers shall develop the full strength of the bar to which they are attached. 3. Threaded bar (Quantity: 100 @ 8 foot lengths; 6 @ 20 foot lengths needed) a. The threaded bar shall be rugged and allow installation of nuts and couplers even after rough handling, accidental dropping, or cutting b. Threaded bars protruding from the top of the transition coupler shall be uncoated c. Threaded bar shall have a fatigue threshold stress range that exceeds AISC/AASHTO Category C d. The threaded bars shall have the following minimum pre-stressing force capacity: • 142 kips at 60% of the ultimate strength • 165 kips at 70% of the ultimate strength • 189 kips at 80% of the ultimate strength e. Threaded bars that are initially loaded to 70% of the ultimate strength shall not have a tension loss greater than 2% per 1000 hours f. The threaded bars shall demonstrate no significant loss of strength up to a temperature of 593°C g. Threaded bars shall maintain their yield strength up to 399°C h. The threaded bars shall not exceed a weight of 6 lbs./ft. i. The ultimate strength of the bar shall be 150 ksi j. The ultimate load capacity shall be a minimum of 237 kips k. The load at yield shall be a minimum of 191 kips l. Threaded bars must have a definite yield point on a stress strain curve m. The modulus of elasticity of the threadbar shall be a minimum of 29,700 ksi n. The bar diameter to include the thread ribs shall not exceed 1.63 inches 4. Anchor nuts (Quantity: 200 needed) a. Anchor nuts shall develop the full strength of the bar to which they are attached. 5. Anchor plates (Quantity: 200 needed) a. Anchor plates shall allow the threaded bar to pass through a hole drilled in the center of the plate b. The anchor plates shall be of sufficient strength to resist compression forces generated during post-tensioning and tightening of the anchor nut. 6. Bar Post Tensioning System (Quantity: 1 needed) a. Jack • Jack shall have a capacity of 110 tons • Jack shall have an external means of tightening the anchor nut • The weight of the jack shall not exceed 110 lbs. b. Pump • Pump shall be 115 volt single phase, 30 Amp • Pump shall have a means of remote actuating such as through a pendant switch • Pump shall have a means of bleeding air from the system • Pump shall be equipped with a handle or lifting anchor point • Pump shall be equipped with a means for applying stress to a bar, removing tension from a bar, or have the ability to relieve pressure after stressing a bar. • Pump shall be equipped with a check valve or other means of preventing bleed back. • Pump shall be equipped with a calibration document for use as a reference of appropriate gauge pressures to avoid overstressing • Pump shall be equipped with a means of extending and retracting the jack piston c. Hose • Hoses shall have a minimum bursting pressure of 19,000 psi • The system shall be equipped with a pressure and return hose d. Pressure Gauge • Pressure gauge shall have a minimum capacity of 10,000 psi • Pressure gauge shall have 100 psi gradations The NAICS Code is 238120 Structural Steel and Precast Concrete Contractors, with a Size Standard of $14M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Dywidag Systems International USA, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
