- Description
- The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to replace boilers, roof top units (RTUs), and makeup air units with supporting systems at USPS Processing & Distribution Center, 955 Goffs Falls Road, Manchester, New Hampshire. Work includes, but is not limited to, providing all material, labor, equipment, superintendence, transportation, temporary construction of every nature and all other services necessary to: Remove and replace existing boilers with new condensing boilers plus replace stack, breeching, piping, pumps, power, and controls. Remove and replace with new RTUs and controls. Remove and replace existing makeup air unit. Provide all incidental construction, including concrete, steel, miscellaneous metals, insulation, roofing, ductwork, piping, lighting, and miscellaneous electrical work to provide complete systems for the items listed. Estimated cost of the work is between $1,000,000 and $2,000,000 with construction completion no later than one hundred eighty (180) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project on April 10, 2013, at 10:00 a.m., on site (Postmaster's Conference Room). Attendance is not mandatory but is strongly recommended. Requests for Information (RFI) must be submitted to Project Architect Project Architect Edward (Ned) Taylor of McKinnell, McKinnell & Taylor, Inc. at etaylor@mm-t.com by 3:00 p.m., April 16, 2013. Responses are expected to be issued by April 18, 2013. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP on any award exceeding $500,000. The successful offeror will be required to submit a project specific Management Plan. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide examples of similar HVAC replacement projects completed in New England in a commercial / manufacturing type building complete in the past five (5) years with a dollar range of $750K to $5M Issuance of Notice of Award and Notice to Proceed is predicated on available funding for the project commencement. The U. S. Postal Service is not responsible for any costs incurred during the proposal process if the project is not awarded for any reason. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing process. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to April 16, 2013 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
