Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to SPARK HOLLAND Inc., 816 N. Delsea Dr. Ste. Glassboro, NJ 08028-1438 for the acquisition of three Symbiosis Standard product number ICS460.001. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 3 months. Background The Polycyclic Aromatic Hydrocarbons projects aim to accurately and precisely measure metabolites of PAHs in human urine to quantify exposure. The large number of samples to run requires better automation of sample preparation, which is a rate determining step in sample analysis. An automated sample preparation system must perform the major analytical and sample handling steps in sample extraction and purification and must be able to handle samples in both 96-well plate and sample vial format to prepare samples in a shorter period of time with necessary flexibility for samples to be analyzed on LC/MS/MS. The Government has conducted extensive research and determined that Spark Holland has the only autosampler system which contains the unique features the government is seeking. System Description The Spark Holland online-SPE with ALIAS TM autosampler is an automated system able to prepare biological specimens, such as urine and serum, for analysis by LC/MS/MS. It can perform all liquid handling and sample handling steps, and provide sample extraction and purification automatically. It can handle samples in both 96-well plate and sample vial format to prepare samples. It has state-of-the-art injection technology with fast injection and wash cycles. It has efficient, multisolvent needle wash virtually eliminates carry-over. It provides 4°C sample cooling. It is compact with a stackable design which helps with the efficient usage of lab space. The Spark Holland online-SPE with ALIAS TM autosampler, among all other vendors' sample preparation systems examined, has the following required, unique and demonstrated features: a) capability to replace online SPE cartridges with Automatic Cartridge Exchange (ACE) at a designated intervals between samples; (b) High pressure dispenser (HPD) can allow as many as 24 different solvents, with a flow rate 0.1-10 mL/min, and high pressure tolerance which is very beneficial for online-SPE LC/MS/MS applications and method development; and c) dual mode of syringes, ACE clamps maximize throughput. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. The Government will issue only one solicitation to SPARK HOLLAND, Inc. However, the Government will review all capabilities statements and pricing information submitted and determines if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
