Description
NASA Johnson Space Center (NASA/JSC) plans to conduct a Center Safety and Fire Operations Contract (CSFO) Industry Day and JSC Site Tour. NASA/JSC is hereby soliciting firms to attend this event on Tuesday, April 16, 2013 at the NASA/JSC Gilruth Recreation Center. The presentation to industry will be held from 9:00 a.m. to 10:30 a.m. in the Alamo Ballroom and a JSC Site Tour will begin at 12:30 p.m. One-on-one meetings will be scheduled on Wednesday, April 17 between 9:30 a.m. to 4:30 p.m. CSFO CONTRACT DESCRIPTION: The CSFO contract provides safety and fire protection services to support JSC in accomplishing its institutional safety program objectives. Major areas of the contract include safety, fire protection, safety training, maintenance of fire protection systems, test safety, safety information systems, emergency response and special projects. In performing its duties, the contractor will specifically support the JSC Safety and Test Operations Division whose mission is to help line management and employees in reducing and preventing injuries to NASA personnel and damage to NASA equipment. The primary work areas for this contract are aerospace facilities at the NASA Johnson Space Center, Houston, Texas, and related operations at Ellington Field (EF), Houston, Texas, and Sonny Carter Training Facility (SCTF), Houston, Texas. Intermittent support may be required at other sites for which JSC has responsibility such as Forward Operating Locations (FOL) in El Paso, Texas and the White Sands Test Facility, Las Cruces, New Mexico. Contractor services may be required at other locations, NASA contractor, subcontractor, or vendor facilities as requirements warrant. A full version of the current Center Institutional Safety Services contract, NNJ09JA01C, has been released via the Freedom of Information Act (FOIA) process and can be viewed at the following web address: http://procurement.jsc.nasa.gov/csfo/. An online technical library for the CSFO procurement is also available via the CSFO website. It is the potential offerors responsibility to monitor the website for updates to the technical library. GOALS: The goals of Industry Day, JSC Site Tour and One-on-one meetings are to: 1. Provide information on the current Center Safety and Fire Operations Contract (CSFO). 2. Promote competition on the proposed new CSFO acquisition. 3. Share the Governments current vision for the S&MA Directorate. 4. Allow NASA/JSC to better utilize industry input to improve the future Request for Proposal (RFP). Industry Day is open to all firms that are interested in pursuing contracting/subcontracting opportunities on the CSFO procurement whether they have performed work at JSC or not. All interested parties are encouraged to attend. No photographic or recording devices are permitted during the Industry Day presentation or one-on-one communication sessions. A 45 minute open Question and Answer Session will follow the Industry Day presentation. Official answers to questions submitted in writing will be posted to the CSFO website after Industry Day. Note: Except for real-time changes during the event, any changes to times, dates, or locations will be posted to the CSFO acquisition website at http://procurement.jsc.nasa.gov/csfo/. Offerors are responsible for monitoring this website for any changes. Attendance at the CSFO Industry Day, JSC Site Tour, and One-On-One Session is recommended but not required, nor a pre-requisite for proposal submission, and will not be considered during the evaluation process.Attendance for the JSC Site Tour and one-on-one sessions is limited (see below); there is no limit to the number of attendees attending the CSFO Industry Day presentation at the Gilruth. Due to increased badging requirements, foreign nationals will not be allowed to attend the JSC Site Tours Please note that NASA does not intend to schedule an additional JSC Site Tour in support of the CSFO procurement after the tour currently scheduled for Tuesday, April 16. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings with individual companies in conjunction with Industry Day. The purpose of these meetings is to provide industry with the opportunity to better understand the existing requirements under the Center Safety and Fire Operations Contract (CSFO) and to allow industry an opportunity to provide input on the questions asked in the posted Request for Information (RFI) Synopsis. In addition, the Government may ask for additional clarification on written responses to these questions. The meetings are intended to be question and answer sessions in which neither side will be making a formal presentation. Any company may request a one-on-one meeting. Meetings will not exceed 20 minutes in length and attendance is limited to two persons. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 30 minutes between 9:30 a.m. to 4:30 p.m. on Wednesday, April 17. Guidance for conduct during the One-on-One communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance. RSVP REQUIREMENTS: Potential offerors interested in attending the JSC Site Tour and One-on-One Meetings are required to RSVP by noon on Friday, April 12, 2013, via email to Tumarrow Iglehart at tumarrow.iglehart-1@nasa.gov. Please cc: Roger Roberts at roger.m.roberts@nasa.gov. Those interested in attending only the Industry Day Presentation are not required to RSVP. RSVP e-mail responses shall include the following information: 1. Subject Line: CSFO JSC Site Tour RSVP and/or CSFO One-On-One Session 2. Companys name and address. 3. The companys Point of Contacts (POC) names, telephone numbers, and e-mail addresses. 4. Full names of attendees (first, middle, last) 5. Please state if your company if your representatives will attend either the JSC Site Tour and One-on-One Meetings or both. 6. U.S. Citizen: Yes/No for each attendee 7. Each potential Offeror is limited to two representatives for the JSC Site Tour and three representatives for the One-On-One Sessions. Please provide the actual number of representatives from your company that will attend the JSC Site Tour and One-on-One Meetings. Confirmation of your CSFO JSC Site Tour and/or CSFO One-On-One Session registration will be provided via email. The JSC Site Tour may require walking on uneven surfaces and using stairways. B. Please, no open-toed shoes or shorts. INTERESTED PARTIES LIST: The CSFO Interested Parties List has been updated on the CSFO website. No solicitation exists; therefore, do not request a copy of the solicitation or submit a proposal. If a solicitation is released it will be synopsized in Federal Business Opportunities Website and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
