- Request for Information/Sources Sought Synopsis Direct Illuminated Combined Element Light (DICEL) NAICS: 336413 Response Due Date: 27 Apr 2013 (preferred by 9 Apr 2013) PURPOSE/DESCRIPTION This notification is for market research purposes only to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill Air Force Base, Utah, and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. This is not a request for proposal or invitation for bid. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000 number of employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Beteran-Owned, Hubzone, and Women-Owned small business concerns. This market survey is being conducted to identify potential sources capable of modernizing the taxi and light assemblies on the A-10C Aircraft (a/c) for adaptation to multiple day and night conditions. This includes: 1. Providing 320 combination white light and IR light landing/taxi lights, two per a/c, for the A-10C. The light must meet, or exceed, the following specs. a. Because of the physical location of the landing/taxi lights, the light needs to have a form and fit that is no larger than existing landing/taxi lights and will mate with the existing connector. b. The light shall have dual capability that shall be Overt/Covert Light (OCL) selectable from the cockpit. c. Aircraft wiring shall be minimized to the maximum extent practicable and no cockpit re-wiring will be considered. d. Maximum power consumption of 180 watts e. Minimum 150 NVIS Radiance Intensity (NRI) per light f. 4,000 Lumens or greater g. Candela of 150,000 or greater h. IRMS to be 8A or less (at a steady state) i. Maximum operating lens temperature will be one half of the legacy light (legacy light is 325 degrees Fahrenheit after five minutes of continuous operation with the a/c stopped and outside temperature of 95 degrees Fahrenheit. j. Utilize existing electrical connectors and nose strut mounting points. k. Other than external power, the light must be self-contained. Refer to drawing 160C145926. l. The form and fit must be no larger than existing landing/taxi lights and will mate with the existing connector. The light may be smaller but must fit into the foot print established by the legacy lights (P/N: MS25241Q4681 and MS25241Q4532). m. No special tools required n. Proposed Landing/Taxi lights meet the following USAF specifications: i. MIL-L-85762A Aircraft Lighting NVIS Compatible ii. MIL-STD-3009 LIGHTING, AIRCRAFT, NVIS COMPATIBLE iii. MIL-STD-882D, Standard Practice for System Safety iv. SA220R0307 A-10 Shock, Vibration And Acoustics Qualification v. Utilize information from the following source documents: 1. 160C145926 Landing Taxi Light Assembly 2. 160C145973 Taxi Light SCD 3. SA220R0307 A-10 Shock, Vibration And Acoustics Qualification 4. ASME Y14 series, Engineering Drawing and Related Documentation Practices 5. ARP 693 Landing and Taxiing Lights - Design Criteria for Installation 6. JSSG-2010-5 Aircraft Lighting Handbook 7. SAE ARP 416 Night Vision Goggle (NVG) Compatible Light Sources 8. SAE ARP 4392 Lighting, Aircraft Exterior, NVIS Compatible 2. Develop, and write, Technical Orders (TO) and Time Compliance Technical Orders (TCTO) to incorporate existing lights with the new lights. 3. Support all necessary engineering and program management reviews, verifications, and validations necessary for the replacement of the taxi/landing lights. CONTRACT REQUIREMENTS The Air Force's planned methodology will be a single purchase supply contract to procure the light, Level 3 Engineering data, Source data, and TCTO and TO changes with an anticipated Firm-Fixed-Price arrangement. INSTRUCTIONS: 1. Provide documentation that supports your company's capability in meeting the above requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). 2. Based on NAICS code identified for this RFI, provide company's size, and identify any small business socio-economic program. Also identify the cage code of your company. 3. Provide verification that the NAICS code identified on top page of this RFI is appropriate, or provide suggestions with supporting rationale as to why it isn't appropriate. Please identify your company's size for the NAICS code being used in this RFI/Sources Sought Synopsis. 4. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 5.
