- RFI-200-1215-ES Management & Operation of a Community-Based Residential Therapeutic Living Environment This Request for Information (RFI) is issued solely for market research purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. The Federal Bureau of Prisons (BOP) is currently seeking information regarding the availability of contractors to manage and operate a community-based residential therapeutic living facility which can house approximately 10-15 inmates. The population will consist of federal inmates who have completed the institution component of the residential drug abuse treatment program and furlough transferred to the Boston, Massachusetts, area for completion of their sentence. The typical length of stay would be six months to one year. The majority of substance abuse and mental health treatment for this population would likely occur with other contractors on an outpatient basis. A solicitation for this requirement has not been determined at this time. Please provide responses to the following questions to assist the BOP in ascertaining the availability of described services in the Greater Boston, Massachusetts, area: 1. What types of programming do you offer at your facility? 2. What is the philosophical basis of your program and/or model(s) you follow? 3. Does your organization currently provide offender reentry services in the Greater Boston area? 4. Describe the type and extent of therapeutic activities currently conducted at your facility. 5. What type(s) of therapeutic services related to offender reentry are you licensed to provide in the State of Massachusetts? 6. What additional licenses does your facility hold? 7. Would municipal zoning restrictions impact your ability to provide services? 8. What accountability practices do you currently utilize for residents within your program (e.g., telephone contacts, GPS, restricted community movement, pass system, etc.)? 9. What are your current practices and/or procedures for drug and alcohol screening? 10. Does your organization comply with any set of standards established by either a local or state government or a regional or national organization? If yes, please identify the standards, the name of the government or organization establishing the standards and a description of or citation to the standards. 11. Describe your experience working on offender reentry into the community including working with prisons, persons recently released from prison, probation offices, courts and/or community reentry organizations.
