- Description
- The Government intends to solicit on a unrestricted Full and Open Competition basis for the f.o.b. destination delivery of Liquid Nitrogen (LN2) Type II, Grade B, IAW MIL-PRF-27401F dated 10 Jan 08 and Liquid Oxygen (LOX) Type II Grade A, IAW MIL-PRF-25508H, dated 27 Oct 2011. The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of LOX/LN2 into Government owned and Contractor provided tanks in support of NASA White Sands Test Facility (WSTF), NM, U.S. Army White Sands Missile Range, NM, Kirtland AFB, NM, Vandenberg AFB, CA, Cape Canaveral AFS, FL, Northrop Grumman Azusa, CA, Lockheed Martin, Littleton, CO, Arnold AFB, TN, DOE Knolls Atomic Power. The total estimated for each location is as follows: - NASA White Sands Test Facility, NM - 11, 199 Tons of LN2 - U.S. Army White Sands Missile Range, NM - 1,800 Tons of LN2 - Kirtland AFB, NM - 19,850 Tons of LN2 - Pratt & Whitney, Jupiter, FL - 240 Tons LN2 & 1,685 Tons of LOX - Vandenberg AFB, CA - 8,975 Tons of LOX - Cape Canaveral AFS, FL - 1,500 Tons of LOX - Northrop Grumman Azusa, CA - 19,180 Tons of LN2 - Lockheed Martin, Littleton, CO - 230,795 Tons of LN2 - Arnold AFB, TN - 28,000 Tons of LN2 - DOE Knolls Atomic Power Laboratory, NY - 650 Tons of LN2 The Government anticipates awarding multiple Fixed Price Requirements contract(s) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated period of performance is from 1 Oct 2013 to 30 Sep 2018. The solicitation will also contain line items for associated services such as Hot Fills, Expedited Delivery, Detention Cost, and Tank Lease. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 8 May 2013 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ).
