- Fair Opportunity/Limited Sources Justification IRS is seeking consulting services from ASR Analytics to provide guidance in the use of data mining tools and techniques. IRS is seeking assistance with the creation and implementation of repeatable and documented processes that can be used to ensure such data mining projects can be carried out as efficiently as possible and meet stakeholder objectives and milestones. IRS is seeking guidance on documenting the costs and benefits of software packages for the purpose of making a permanent investment in this class of software. ASR exhibits the unique combination of qualifications necessary to achieve the objectives of the project. ASR has domain-specific expertise with SAS Software; experience with SAS installation and configuration, application of repeatable, data mining processes, and evaluation of technology costs and benefits. Other vendors do not have this depth and breadth of expertise to address all of these needs. This type of contractor support is needed urgently to assist with projects that must be completed before the end of the fiscal year. Not acquiring these services could result in delays to project completion and delivery of results to customers who require output from the fraud software to make informed decisions about future investments. ASR has a distinct combination of expertise in working with software components, IRS data, and applying a structured methodology for these types of data mining projects. The contractor has experience providing SAS support to the IRS Office of Research, Analysis and Statistics (RAS); is familiar with the RAS organization and its objectives; and is able to leverage assets developed through previous tax-fraud-detection engagements using SAS software. Other vendors do not have this combination of expertise that can immediately be applied to the project and meet critical schedules.
