- SOLICITATION REQUIREMENTS AND STATEMENT OF PERFORMANCE STATEMENT OF WORK (SOW) FOR ACOS Assistant SCOPE. Under this task order, the contractor will independently provide support services to satisfy the overall operation-al objectives of Walter Reed National Military Medical Center (WRNMMC). The primary objective is to pro-vide direct support to the Commander's Staff Directorate that consist of 11 departments that serve over 5,000 personnel and Command Front Office through performance of (administrative, technical and/or light industrial) support. The new WRNMMC resulted in the integration of WRNMMC and WRAMC into one consolidated location. The enhanced facility is staffed by personnel from the Navy, Army and Air Force. Approximately 2,200 addi-tional medical and administrative personnel from the Army and Air Force joined the staff at WRNMMC to sup-port the BRAC-mandated changes. The position is located in the Commander's Staff/Special Assistants Directorate of the Walter Reed National Military Medical Center (WRNMMC) at Bethesda, Maryland. The incumbent works under the general supervision of the Directorate Assistant Chief of Staff, expert-level staff member on the Board of Deputy Commanders (BoD) and senior leadership and Navy Medicine National Capital Area (NAVMED NCA). The incumbent provides administrative support to the overall executive leadership consisting of 11 directorates that serve over 5,000 personnel and assists in facilitation of planning, assembling, and the organization of daily meetings and on/off-site conferences to meet the needs of WRNMMC's Board of Deputy Commanders, Assistant Deputy Commanders, Department Chiefs, Service Chiefs, Senior Enlisted Leaders and Associates. There are formal internal procedures and administrative controls and it is sufficiently complex that requires continuous attention. Primary contacts are with military and civilian management officials within the military health system of the Department of Defense (DoD). The incumbent has regular contact with all administrative support offices at WRNMMC. ORGANIZATION. Walter Reed National Military Medical Center 8901 Wisconsin Avenue Bethesda, Maryland 20889 TASKS/SERVICES. The contractor shall: • Provide main support in managing the meeting schedule, room reservations, set-up, agendas, coordina-tion of presenters, presentations of event processes and protocol processes for the weekly Board of Dep-uty Commanders (BoD) meetings to include on/off-site events and conferences with other MTF's, Command Town Halls and Leadership Forums. • Work with all levels of Senior Management to facilitate leadership meeting logistics. • Track schedule of projects to ensure progress to deadlines. Prepares detailed plans and performs work measurement, methods and procedures, utilization, and benchmarking, to improve processes in direct correlation to WRNMMC's Board of Deputy Commanders. • Assist in the coordination of large group interventions in Town Halls, Leadership Forums, conferences, retreats, offices, or workshop events specific to soliciting input from participants for organizational im-provement purposes (events can include 200 attendees tailored for the local level, command and regional levels). • Develop standard, recurring and specialized reports like Board of Deputies meeting minutes, Defense Medical Health System internet (DMHRSi) reports and Joint Commission Review reports to provide in-formation to management inquiries. • Input, extract, and maintain pertinent BoD data and information to the SharePoint site. • Document errors and missing BoD information, researches and initiates action to acquire missing docu-mentation, clarifies discrepancies and inconsistencies and compiles final reports. • Review all provided presentation documentation on a regular basis for accuracy and updating. • Organize, analyze, interpret, and present statistical information to management. • Coordinate schedules and activities, placing orders for supplies, services, tracking progress and results. • Maintain directives, policy issuance, documentation, publications, instructions, etc. as well as adminis-trative areas, ensuring that all such documents are currently on file and routed to appropriate personnel when new or revised issuances are received. • Create, copy, edit, revise, retrieve, store and print a wide range of documents in final form from handwritten drafts. • Ensure files include all required documents and include proper signature(s). • Implement systematic screening, assembling, storing and disposing of files. • Develop methods for automating various administrative reports containing data having multiple uses for other reports such as budget and training. • Modify existing automated systems to correct problems, establish database management systems, and improve methods. • Receive documentation, edits for format of grammar, spelling, typographical errors, and conforms to formats and procedural requirements. • Prepare a variety of documents to include internal forms, articles for publication in newsletters, newspa-pers, briefings and reports. • Respond to routine and non-technical requests for information such as status of reports, suspense dates for matters requiring compliance, and similar information readily available from files. • Establish and maintain office files and records of various types that may be needed or will assist in the efficient operation of the office. Accurately maintains an extensive 50 part file system to enable quick and efficient retrieval of information, and periodically purges files as appropriate. • Manage and maintain time keeping in Standard Labor Data Collection & Distribution Application (SLDCADA) for 30 civilian staff in Directorate. • Approve DMHRSi timecards, research and problem solve between staff and system to reflect accurate time. Keep track of incoming/outgoing staff. • Serve as Directorate Credit Card Holder- works with Command supply personnel and budget officers to order supplies and ensure proper funds are available. Tracks all expenditures and balance of each spe-cialty areas within Directorate and provides up to date balances as needed and processes facilities work requests in the Defense Medical Logistics Standard Support (DMLSS) system. • Coordinate "Meets & Greets" with new staff and leadership. • Remain the Directorate Key Custodian representative. • Update and disseminate Directorate Recall Roster in conjunction with the Command Everbridge System on monthly basis, and maintain accurate and updated information. • Handle all correspondence for Assistant Chief of Staff's Signature (TAD/Leave/Special Requests, etc...) for Directorate staff - tracks and routes as appropriate. • Create and manage database management systems like SharePoint sites of the Board of Deputy Com-manders and Commander's Staff Directorate. DELIVERABLES. CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE RE-QUIRED. The contractor must have: • Knowledge of Walter Reed National Military Medical Navy organizational objectives and how they re-late to the Board of Deputy Commanders, patients and staff. • Ability to establish and maintain effective working relationships with staff supervisors and all levels of key management officials. • Skill in planning, coordinating and set-up of the Board of Deputy Commanders meetings, Command Town Halls and Leadership Forums, conferences, and retreats on and off-site. • Knowledge and background to recommend and advise leadership of topics in reference to the meeting schedule and documentation. • Ability to assist in the organization and development of events and works collaboratively with the Ex-ecutive Office, Command Secretariat, Directorates, and Print Vendor(s). • Knowledge of Microsoft Suite, i.e. Word, Outlook, Excel, PowerPoint, Access, Defense Medical Logis-tics Standard Support (DMLSS), Defense Medical Health System Internet (DMHRSi), Standard Labor Data Collection & Distribution Application (SLDCADA), Everbridge Recall System, Government Cre-dit Card Holder. • Ability to take initiative to multi-task, work independently, as a team member, and work independently to improve processes, maximize resource utilization and resolve substantive issues. • Ability to analyze data and/or problems and recognizes significant aspects to reach objective conclusions and present recommendations effectively. • Demonstrate skill in performing oral and written presentations in a clear and concise manner. • Knowledge of management principles and practices and the ability to apply these within a complex mili-tary health care system. • Ability to apply established guidelines, explains, support conclusions and recommendations. • Ability to assist in the facilitation of various group sizes and/or teams applying knowledge of group de-velopment models and group effectiveness principles to achieve desired results. • Knowledge of the major issues, program goals and objectives, work processes and administrative opera-tions of the organization. • Skill in developing new or modified work methods and/or administrative procedures, and process im-provements. • Knowledge and ability to exercise ingenuity and inventiveness in devising solutions to complex prob-lems. • Demonstrate a commitment to completions of projects on a timely basis. • Ability to remain calm and professional and work well under pressure. • Fully qualified typist at 50-80 words per minute (wpm). PLACE OF PERFORMANCE: Place of performance is at WRNMMC, Organizational Development Section. OPERATIONAL HOURS. Work will be performed 8 hours a day between 0630-1700 not to exceed 40 hours per week, excluding Federal holidays. OVERTIME. authorized*. The number of overtime hours estimated is. XXX not authorized. SAFETY ISSUES. Work is mostly sedentary, but may require standing walking, lifting (not to exceed 35lbs) as it pertains to typ-ing, filing, appointing and telephone use and customer assistance. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED. ID, workspace, computer, telephone, and other electronic equipment as needed will be provided. SECURITY CLEARANCE/POLICE CHECK/DRIVING RECORD CHECK. Work under this task order is XXX UNCLASSIFIED SECRET TOP SECRET. The contractor shall comply with all applicable Department of Defense (DoD) security regulations and proce-dures during the performance of this task order. The contractor shall not disclose and must safeguard procure-ment sensitive information, computer systems and data, privacy act data, and Government personnel work prod-ucts that are obtained or generated in the performance of this task order. If necessary, the contractor will be re-quired to provide clearances for personnel requiring access to Government computers and workstations. REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT OR MATE-RIALS, ETC.). Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Project Officer that approves approx-imate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of personnel traveling. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR). Materials and subcontracts will be reimbursed at actual cost, including allocable material handling costs, as applicable, in accordance with FAR 52.232-7 - PAYMENTS UNDER TIME-AND-MATERIALS AND LABOR-HOUR CONTRACTS. Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
