N00164-13-R-JR25 - MK 55 MOD 1 FIRING DEVICE - FSC 1375 - NAICS 332710 Anticipated Issue Date: 26 APR 2013 - Anticipated Closing Date: 28 MAY 2013 - 2:00 PM EDT This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract with a three year ordering period for MK 55 MOD 1 Firing Devices in accordance with Automated Data List (ADL) 53711-8324702A, Contract Data Requirements Lists (CDRLs), Statement of Work and associated drawings to be provided with the solicitation package. The anticipated award date is on or about 31 July 2013. The Government requires 30 each First Articles and 1,000 each (minimum) and 8,000 each (maximum) of production units over a three year ordering period. The anticipated minimum/maximum ordering quantities are 1,000 each (minimum) and 5,000 each (maximum) over the life of the contract. The First Article quantity is due 134 days after contract award. The Lot Acceptance Test (LAT) sample submission is due 157 days after First Article Test approval with delivery of production lots due 14 days after the LAT approval. The Government requires 45 days for acceptance testing. The First Articles will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Initial Inspection will be by QAR at source. First Article and Production Inspection and Acceptance will be at destination with delivery F.O.B. Destination to NSWC Crane, IN 47522-5001. The applicable NAICS Classification is 332710. Offerors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation at the website https://www.sam.gov and by phone at 1-866-606-8220. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. This acquisition will be 100% Small Business Set-aside. All responsible small business sources will be considered. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. Offers must be submitted in the format specified in the solicitation. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOps and NECO websites. It is the responsibility of interested vendors to monitor FedBizOps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
