Description
The work to be performed is at the Mt. Elbert Powerplant, located approximately 20 miles south-southwest of Leadville, Colorado in Lake County. Mt. Elbert Powerplant houses two 100 MW reversible-Francis pump-generator units. Surfaces inside the air housing were contaminated with mineral oil when the oil mist collection system failed briefly several years ago. The lighter hydrocarbons have since evaporated leaving a greasy residue which has collected and retained dirt, brake dust, carbon dust, and general dust. The surface contamination is reducing the cooling efficiency and may be increasing the risk of winding failure. The Government will disassemble the generator, remove the rotor and place it on the pedestal, to give the contractor easier access to the surfaces to be cleaned. Once the contractor has completed the specified work, the Government will test the integrity of the stator and pole windings and reassemble the unit. Testing of wipe samples taken from various surfaces within the air housing have confirmed the greasy residue is also contaminated with asbestos fibers and heavy metals. For this reason work areas will have to be enclosed and maintained at a negative pressure to prevent migration of these contaminates to other areas of the plant during the cleaning process. The principle components of work under this solicitation includes the following: 1) Construct, operate, maintain, deconstruct, and dispose of temporary contaminate containment structures and worker hygiene facilities; 2) clean generator stator, rotor, upper guide bearing bracket, and thrust bracket. Generator surfaces are contaminated with greasy residue that contains crysotile asbestos and heavy metal; 3) repair surface coatings using Government approved paint; and 4) dispose of waste materials as outlined in these specifications. The solicitation will be issued on or around April 12, 2013. The bid opening will be scheduled at least 30 days from the date the solicitation is actually issued. Currently, the bid opening date is tentatively scheduled for May 15, 2013 at the Bureau of Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. Once issued, the solicitation (including specifications) will be posted at www.fbo.gov and http://ideasec.nbc.gov (from the National Business Center website, search by Solicitation No. R13PS60181; once you select the solicitation, click on "Clauses and Attachments" to view the PDF Attachments.) All responsible sources may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $500,000 to $1.0 MIllion. The North American Industrial Classification Code is 238990. The small business size standard is $14.0 Million. This acquisition will be issued as a Small Business Set-Aside. Note - Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System For Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free webstite that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS).
