- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island (NUWCDIVNPT) intends to purchase a Scanning Electron Microscope with Energy Dispersive Spectrometer, quantity one (1). The solicitation will also have a contract line item for on-site introductory training (during installation) and advanced user training at NUWCDIVNPT consisting of a typical user ™s course given at manufacturer ™s site. This acquisition will be processed per FAR parts 12 and 13. A firm fixed price type purchase order is anticipated. NAICS Code 334516, Size Standard is 500 employees. This requirement is unrestricted. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the websites. Award will be based on best value. Evaluation factors are technical approach, past performance and price. The evaluation factors are in descending order of importance. Technical Approach is more important than Past Performance and combined are significantly more important when compared to price. Technical Approach consists of the following subfactors: Technical Capability, Delivery and Training. The subfactors are in descending order of importance. The government is willing to accept alternate proposals from offerors, the purpose of which is to afford the government additional opportunities to evaluate items that exceed the minimum requirements at different pricing levels. Required delivery is by four months ARO, F.O.B. Destination Naval Station Newport; Newport, RI.
