Description
Bid Prices, FY 2012 solicitation. AMENDMENT 1 TO RFQ IHS1197648 is issued to respond to vendor questions. 1. QUOTER QUESTION/COMMENT: I was considering bidding this solicitation, however there is not a convertible booster seat that is both rated 5 stars in ease of use and 30-100# listed by the NHTSA on their list. I have looked at the Cosco and Graco lines, (As well as a few others), and can't seem to meet the criteria set on the solicitation. Also, the list provided (by the NHTSA) is somewhat out of date, and several of those models are no longer produced. As we are a Native American owned business, I feel it is important to meet the necessary safety requirements. RESPONSE: All the child safety seats (combination and boosters) listed at the NHTSA website meets Federal Standards and strict crash performance standards. This is the most important aspect of the selecting the child safety seat. Vendor should review listing of the seats at the NHTSA site. The major difference (rated by stars) is their ease of use and rated in four categories (not necessary part of the crash performance standards) includes: 1) evaluation of instructions; 2) evaluation of labels 3) vehicle installation features and 4) securing the child. Vendors should refer to the website for safety seat that meet the Federal Safety Standards and crash performance specifications. 2. QUOTER QUESTION/COMMENT: Are we allowed to provide a separate line item cost for seats sent to Alaska? Can you provide the minimum number of seats which will be shipped to Alaska. Can you provide the maximum of seats which will be shipped to Alaska? RESPONSE: One unit price for Line Item 1 and one unit price for Line Item 2 is required. The quantities are stated on the spreadsheet that is attached to the original RFQ posting. 3. QUOTER QUESTION/COMMENT: Was there a prior, similar contract for car seats? If yes, is there a bid available for this contract? RESPONSE: Car seat purchase orders have been awarded in previous years, different quantities and locations. A summary of last year's quote prices is attached. 4. QUOTER QUESTION/COMMENT: Based on the requirements listed in the Solicitation for IHS1197648, there is only one model of booster seat which meets the NHTSA Federal Safety Standard of five stars overall ease of use and accommodates a child weighing 30 -100 lbs. That same model meets the requirement for both line items: 1.Highback with removable back booster seat and 2. High Rise Backless Booster seat. According to the NHTSA chart, that model is the Eddie Bauer Model 22-888-SDU. The other model of High Rise Backless Booster which meets the 5 star NHTSA rating accommodates children weighing 40 - 100 lbs. Please confirm that both the 5 star NHTSA rating and the weight requirement of 30 - 100 lbs applies to both line items which are being requested. RESPONSE: The five stars rating refers to ease of use that are rated in four categories (not necessary part of the crash performance standards) includes: 1) evaluation of instructions; 2) evaluation of labels 3) vehicle installation features and 4) securing the child. Vendors should refer to the website for safety seat that meet the Federal Safety Standards and crash performance specifications. THE RFQ CLOSING DATE/TIME OF APRIL 3, 2013, 4:00 CENTRAL STANDARD TIME IS NOT CHANGED. THE DEADLINE FOR QUESTIONS HAS PASSED AND NEW QUESTIONS WILL NOT BE ACCEPTED.
