Description
IO&T Sources Sought -Medical Initial Outfitting and Transition (IO&T) Services for Land Partnership Plan (LPP) and Yongsan Relocation Program (YRP), Korea This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award an Indefinite Delivery, Indefinite Quantity (ID/IQ) Single Award Task Order Contract (SATOC) to provide IO&T total turn-key project support for the transition of medical related services associated with medical MILCON projects. Transition of services will occur from the demilitarized zone (DMZ) - Area I and Yongsan - Area II to U.S. Army Garrison (USAG) Camp Humphreys. Potential initial outfitting and transition actions include but are not limited to supporting the following medical MILCON efforts: Hospital and Ambulatory Care Center (approximately 410,000 BGSF) 68-bed facility comprised of ICU, Labor and Delivery, Medical/Surgical, Behavior Health functional areas; Ancillary Services such as X-ray, Pharmacy, and Laboratory facilities; Hospital sized to support 65,000 eligible beneficiaries and 5,000 annual inpatient admissions; Ambulatory Care Center sized to support 56,000 eligible beneficiaries and 200,000 annual outpatient visits; Construction contract awarded 23-JUL-2012 with an estimated BOD, NOV-2015 and FOD, SEP-2016. Consolidated Troop Medical Clinic (TMC) (approximately 39,000 BGSF) Services include family practice, flight medicine, optometry, physical therapy and ancillary services; Sized to support 10,000 eligible beneficiaries; Estimated BOD, APR-2015 and FOD, SEP-2015. Veterinary Clinic (approximately 19,000 BGSF) Animal care with two (2) operating rooms; five (5) veterinarian offices; three (3) exam rooms; hospitalization kennel; and ancillary services such as X-ray, Pharmacy, and Laboratory; Food Inspection including food lab, food inspection work room, microbiology lab, and entomology lab; Veterinary HQ; Sized to support 4,000 eligible beneficiaries; Estimated BOD, FEB-2015 and FOD, JUL-2015. Early Developmental and Interventional Services - EDIS Facility (approximately 9,000 BGSF) Facility sized to support an estimated 2,000 students (Elementary School - 900, Middle School - 1,100) with capabilities in physical therapy, occupational therapy, and early intervention screening. Estimated BOD, JUL-2015 and FOD, OCT-2015. Medical Warehouse (approximately 53,000 BGSF) Estimated BOD, MAR-2015 and FOD, JUN-2015. 65th Medical Brigade Headquarters (approximately 70,000 BGSF) Estimated BOD, DEC-2014 and FOD, FEB-2015. Services will include, but are not limited to, Military Health System (MHS) compatible: comprehensive project management; comprehensive interior design development; planning and purchasing of medical, research, non-medical equipment and furnishings; planning and purchasing information management, physical security, and specialty telecom systems; transition and relocation planning & services; receipt, storage and warehousing of new and existing equipment; installation, technical inspection, maintenance and training for equipment/systems; and final turnover and close-out documentation. Some areas of emphasis will include development, documentation and/or execution of concept of operations (operational and organizational), Day in the Life processes and exercises, standard operating procedures, validation of equipment requirements, validation of furniture requirements, transition phasing plans to include move guides, warranty management plans, and equipment/furniture procurement, delivery and installation tasks. The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work identified above prior to issuing a request for proposal (RFP). No industry day will be held for this action. Further information will be provided. The market research includes (1) Capability Statements. This sources sought notice IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Governments ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. Interested firms should complete and submit a capability statement via email to IOTPREAWARD@usace.army.mil no later than 04 APR 2013, 3:00 PM CDT. Responses will not be returned nor will be considered by the Government as offers. Instead, responses to this notice will only be used to determine capability/availability of sources and serve as a supplementary market research tool to determine both small and large business capability under FAR Part 12 and FAR Part 15.
