Description

This is a sources sought synopsis to determine the availability of companies capable of providing software as a service and associated program management to support online housing listings and home finding for the military for CNIC, Washington, DC. DoD 4165.63M, DoD Housing Management, requires that �personnel shall have access to the DoD Automated Housing Referral Network (AHRN) (http://www.ahrn.com) or a list of local rental and sale properties at each location before arrival. Each listing shall include basic information for personnel to determine unit suitability such as housing type, cost, number of bedrooms, unit size, availability, and location. � For the past 11 years, all military services and the Coast Guard (hereafter known as �stakeholders �) have used AHRN as the service of choice to fulfill this requirement. AHRN has been deemed by DoD as a �software as a service � (SaaS) that stores DoD information on a non-DoD system. It provides free access to military members and landlords/property managers to a rental and for sale by owner (FSBO) listings near each military installation. Military members are able to manage their personal preferences and landlords/property managers are able to manage their listings. In addition, to end user rights, the military housing offices (MHOs) have control over all of their installation data and much of the input by landlords to ensure it complies with DoD requirements for listings, inspections, and suitability criteria, and whether or not properties can be seen by military members. MHOs also use AHRN to communicate with military members and landlords/property managers, manage complaints and issues, and to support their annual basic allowance for housing (BAH) data collection effort. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION AT THIS TIME. The Government is not obligated and will not pay for any information received from potential sources as a result of this synopsis. This is a market research tool used to determine the availability and adequacy of businesses prior to determining the method of acquisition. With the assumption that a competitive procurement will be in the best interest of the Government, this office anticipates the award of a contract by 01 December 2013, with services to commence on 01 January 2014. The resultant contract will be one year in length with 2 additional twelve month options. The appropriate NAICS Code is 541519. The small business size classification is $25.5M. It is requested that interested parties submit to the Contracting Office a brief capabilities statement, in addition to answering the questions included in the attached document. It is requested that the submission be no longer than 15 pages in length (single-spaced, 12-point font minimum) demonstrating the ability to perform the requested services. Please include a company profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. RESPONSES ARE DUE ON WEDNESDAY, APRIL 10TH, by 4PM (EST). All submissions are required to be submitted via e-mail to Mike Capilato at michael.capilato@navy.mil by the above deadline.
