Description
Required Items for CLIN 0001 Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number: F3N0523066A001 has issued as a request for quote (RFQ). (iii) Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-066. (iv) Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 335129. (v) This is firm fixed price procurement, and will be procured using commercial item procedures and award selection will be made based on price and meeting the delivery requirement. The following items are required: 0001 - Various Airfield Lighting Parts. See Attachment (vi) Description of requirements/specifications for the items to be acquired: The items shall meet the following requirements: All items to be furnished under this contract shall be new, and not used and must contain all specifications listed in the item's description. (vii) The place of delivery and acceptance will be 86 CEG, Bldg 8020 RAMSTEIN-FLUGPLATZ RAMSTEIN-MIESENBACH 66877 GERMANY All offerors must quote FOB Destination, ADDRESS ABOVE. Required Delivery Date: Items shall be delivered 30 Days ARO. If this is not possible, indicate the proposed delivery date in the offer. The following FAR clauses and provisions apply to this acquisition: FAR 52.211-6 Brand Name or Equal FAR 52.212-1, Instructions to Offerors Commercial Items, and ADDENDUM TO FAR 52.212-1, Instructions to offerors - Commercial Items Late offers: Request for Quotations or modification of quotes received at this address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial items applies to this acquisition. The Government will award a firm fixed price contract resulting from this solicitation to the responsive responsible offeror whose quote conforms to the solicitation and will be most advantageous to the government, price and other factors considered. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions).
